MEETING MINUTES <br /> MASHPEE ZONING BOARD OF APEALS <br /> MARCH 25, 2026 <br /> Mr. Bonvie addressed the Board and explained that under the zoning requirements <br /> for raze and replace projects, there should be parking allowable for two vehicles. <br /> Attorney Kirrane stated that he provided the redesign of the parking to the plan and <br /> it meets the size for the parking. <br /> Mr. Reidy asked Attorney Kirrane about the Project Construction Methodology <br /> report that was given to the Board. Attorney Kirrane said that this question was <br /> raised by the abutter at the Conservation hearing, and then in her current letter. <br /> Attorney Kirrane said this was submitted by his client and wanted to provide that <br /> for the Board but he does not believe it is necessarily a zoning issue. <br /> Attorney Kirrane explained that this project is not substantially detrimental to the <br /> neighborhood than what currently exists. The new house will be flood zone <br /> compliant, building code compliant, and will have a new IA septic system installed. <br /> The project was approved by the Conservation Commission. The overall footprint of <br /> the house will be reduced, and the setbacks are improving. Mr. Bonvie concurred. <br /> Mr. Bonvie asked for the department's comments to be read into the record. Mr. <br /> Reidy read the Board of Health comments dated March 19, 2026, into the record; <br /> "Two (2) bedroom house with both rooms on second floor, no bedrooms on first floor. <br /> Septic has been approved for two (2) bedrooms. Mr. Reidy read the Conservation <br /> Department comments dated March 19, 2026, into the record; "NOI application was <br /> approved with a 4:1 vote from the Commission. Concerns about flood event scouring <br /> erosion on piles and channelization were overcome with a report from coastal process <br /> report from WHOI Sea Grant." <br /> Mr. Reidy read an abutter letter dated February 6, 2026, into the record from the <br /> Bill and Betsy Cahill. <br /> Ms. Sangeleer read a letter dated January 12, 2026, into the record from Manuella <br /> Gouveia dated January 12, 2026. <br /> Mr. Joe Lima, Sr. Associate with Archi-Tech Associates. He explained that the house <br /> was redesigned as a gambrel to soften the scale, appearance and massing of the <br /> second floor. This redesign will reduce the appearance to minimize the visual <br /> aspects of being a two-story house to a one-story house. <br /> Mr. Bonvie wanted to address the drainage design. Mr. Bunker stated that the <br /> drainage design will not be added to any drainage issues. Mr. Bunker said he uses <br /> NOA instead of DEP calculations and was submitted to the Board. Mr. Bonvie <br /> believes that the drainage will be improving the situation for this project. <br /> 11 <br />
