7 Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> w$XJI:YYF.µ'1 <br /> • Additional Topics: <br /> Mr. Colombo reported that he was compiling BirdCast migration data for presentation at the upcoming quarterly <br /> meeting. He noted that he had initially tracked data from March 1 through approximately March 8 or 9 and had <br /> extended the tracking period through March 14 to align with the authorized extension of pruning activities. <br /> He indicated that he would continue tracking data through the end of March and would prepare a visual summary <br /> for presentation. The data would also serve as a reference for future years. <br /> Mr. Colombo observed significant fluctuations in migration activity, including a sharp increase from <br /> approximately 3,000 to 60,000 birds in a single day, which he attributed to weather conditions. He noted that <br /> BirdCast data did not distinguish between northbound and southbound migration and, during peak events, did <br /> not identify species due to the volume of birds. <br /> Commission members also noted recent increases in bird activity locally, including the presence of songbirds <br /> and sightings of osprey. <br /> (This space is reserved for topics that the Chairman did not reasonably anticipate would be discussed). <br /> --------------------------------------------------------------------------------------------------------------------------------------------- <br /> *NOTE: INDIVIDUAL HEARINGS WILL BE LIMITED TO 15 MINUTES IN LENGTH <br /> (More complex proposals may be granted additional time, if necessary,by the Chair) <br /> RDA Wading Place at Shore Drive, Timothy Gildea, Popponesset Beach Association. <br /> Proposed drainage installation and road work. (Representative: Cape & Islands Engineering, Inc.) <br /> Chuck Roland of Cape & Island Engineering presented a RDA on behalf of the Popponesset Beach Association <br /> for drainage improvements at the intersection of Wading Place and Shore Drive. The project was located within <br /> the 75- to 100-foot buffer to a nearby salt marsh, though most of the work was outside of Conservation <br /> jurisdiction. <br /> The proposal aimed to address ongoing stonnwater issues by regrading and repaving existing pavement to better <br /> direct runoff toward an underutilized catch basin on Shore Drive, as well as improving drainage near an existing <br /> catch basin on Wading Place. The project also included installation of a vegetated swale to manage overflow, <br /> allowing stormwater to infiltrate and be treated before flowing away from nearby homes and structures. <br /> Mr. Roland explained that existing conditions resulted in stormwater bypassing one catch basin and <br /> overwhelming another, causing flooding and runoff onto private property. The proposed improvements would <br /> redistribute flow between two catch basins and provide additional capacity through the swale, reducing impacts <br /> to surrounding properties. <br /> Commissioners discussed the functionality and capacity of the drainage system, including concerns about <br /> potential overflow during heavy rain events. Mr. Roland noted that while extreme storms might still exceed <br /> system capacity, the project represented an overall improvement by capturing and redirecting runoff and <br /> 3 <br />
