(Representative: Outerland) <br /> Taylor Og of Outerland, represented the property owners at 231 Monomoscoy Road, presented a RDA for <br /> improvements to existing hardscape areas, including replacement of failing retaining walls, reconstruction of the front <br /> walkway and landing, and conversion of the driveway to a pervious surface. The proposal was revised following input <br /> from the Building Department to meet setback requirements,resulting in adjustments to the retaining wall layout and <br /> incorporation of native planting areas to stabilize slopes and reduce erosion. <br /> Commissioners discussed potential flood risks at the site, noting projected future flood elevations and expressing <br /> concern about how retaining walls could affect water flow and erosion. The applicant explained that the revised <br /> design introduced planting beds to allow for infiltration and reduce runoff, rather than fully enclosing the area with <br /> retaining walls. <br /> Additional discussion focused on grading and drainage, with the Commission suggesting that the proposed planting <br /> area function as a drainage swale to improve stormwater management. (Representative: Sean Reid) <br /> Sean Reid, a new property owner, presented a Request for Determination of Applicability regarding the construction <br /> of a walking path within an existing easement established in 2017. The easement allowed for a path up to six feet <br /> wide, narrowing to four feet within 100 feet of a man-made pond. Mr. Reid explained that the intent was to create a <br /> simple access path to the pond without removing trees or significant vegetation,potentially using mulch depending on <br /> site conditions. The request was brought before the Commission as required under the easement and following <br /> consultation with Conservation staff. <br /> 4 <br />
