(Representative: Strong Tree Engineering) (cont. 1.22/2.05/2.19/3.05/3.19) 3397 <br /> The Commission considered the request to withdraw the Notice of Intent for 17 and 23 Alma Road <br /> (Kevin W. Gaffney and Karen Flynn, Trustees) for a proposed swimming pool and cabana project, <br /> represented by Strong Tree Engineering. The project had been continued multiple times from January 22 <br /> through March 19. <br /> It was clarified that the withdrawal would be without prejudice, as the applicants intend to submit a <br /> revised Notice of Intent. <br /> Discussion addressed prior concerns regarding activity within the resource area. Staff clarified that no <br /> vernal pool had been filled; rather, a portion of the buffer zone had historically been filled with landscape <br /> debris prior to the current ownership. Proposed boardwalk. (Representative: Cape & Islands 3406 <br /> Engineering, Inc.) <br /> The representative explained that the project consists of a three-foot-wide boardwalk extending from <br /> the upland coastal bank across salt marsh to the water, designed to provide non-motorized access, <br /> including for kayaking and fishing. The boardwalk would be supported by timber posts installed by hand <br /> or small equipment,with portions constructed from a barge at high tide. The decking is proposed to allow <br /> approximately 65%light penetration to minimize impacts to the underlying resource areas. <br /> It was noted that the boardwalk would extend over both the applicant's property and adjacent land <br /> owned by Willowbend Country Club, and that written authorization from Willowbend had not yet been <br /> received. The applicant indicated that authorization was pending and expected shortly. <br /> Commission members discussed the proposal in detail. Mr. Colombo expressed concern regarding <br /> the overall size of the structure within Land Subject to Coastal Storm Flowage,noting that the project <br /> includes approximately 582 square feet of structure and that no waiver had been requested under <br /> Regulation 25. He further referenced comments from the Division of Marine Fisheries recommending <br /> consideration of alternative access methods to limit impacts to the salt marsh. <br /> Ms. Pitt raised concerns regarding prior unauthorized work at the site,including the installation of a <br /> gravel path and removal of erosion controls, and discussed the potential to condition the project to require <br /> restoration of the disturbed area. She also inquired about whether continued foot traffic across the salt <br /> marsh would be more or less impactful than construction of the boardwalk. <br /> 8 <br />
