Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> paved road separating the work from the wetland and an existing approximately 30-foot vegetated buffer, <br /> noting that additional plantings on the opposite side of the road would not provide meaningful ecological <br /> benefit. <br /> Mr. Ball also described updates to the site design, including the addition of a gravel parking pad, <br /> described as a short driveway, with a trench drain and dry well at its terminus. He noted that the driveway <br /> may not ultimately be constructed but was included to avoid the need for a future amendment, and that the <br /> mitigation area would be relocated if the driveway is not installed. The plan further includes three dry wells, <br /> two for the new structure and one to address existing roof runoff that currently discharges onto the lawn. <br /> In response to questions from the Commission, Mr. Ball clarified the history of the septic system, <br /> explaining that the home had been modified by a prior owner to function as a four-bedroom dwelling despite <br /> having a system designed for three bedrooms. The proposal restores the original layout while adding the <br /> accessory dwelling unit,requiring the addition of a third leaching basin to meet four-bedroom capacity. He <br /> further noted that the property is within 1,000 feet of a freshwater wetland, triggering the requirement for an <br /> innovative/alternative system, and that a waiver has been requested from the Board of Health at the <br /> recommendation of the health agent due to the anticipated extension of sewer infrastructure within <br /> approximately two years. <br /> Commission members discussed the mitigation requirements in detail. Mr. Sahl expressed that, given the <br /> presence of the roadway, mitigation plantings may not be necessary and could impose an unnecessary <br /> financial burden on the applicant, noting that the project would reduce lawn area and associated nitrogen <br /> loading. <br /> In contrast, Ms. Thornbrugh stated that mitigation plantings could play an important role in reducing <br /> runoff depending on site slope and noted that sufficient space appears to exist to meet the required two-to-one <br /> mitigation ratio. She further stated that the criteria for granting a waiver, including demonstrating a <br /> compelling need and enhancement of resource area functions, had not been met. She also noted that she was <br /> unable to vote due to not having submitted a Mullen form. <br /> The Chair noted that prior discussion had considered site grading, with elevation changes across the <br /> property potentially contributing to runoff toward the roadway, and that the one-to-one mitigation plan, along <br /> with added stormwater controls, would improve site conditions. Staff further advised that if the driveway is <br /> constructed, a curb cut permit from the Department of Public Works would be required, and suggested <br /> additional measures, such as cobble edging, to manage runoff. <br /> MOTION: To close an issue at 28 Radcliffe Road with the following conditions: <br /> 1. One-to-one mitigation planting plan with a three-year <br /> monitoring requirement, and; <br /> 2.
