Love, Trustee c/o Susan D. & Raymond P.Mitrano. 43- <br /> Proposed landscape improvements, septic upgrade,pier extension, and mitigation plantings. 3410 <br /> (Representative: Cape&Islands Engineering,Inc.) <br /> The representative explained that the property is located adjacent to Nantucket Sound,with resource areas <br /> including Land Under Ocean,Land Containing Shellfish, salt marsh, coastal bank, and the associated 75-foot buffer. <br /> The project consists of three primary components: replacement of existing asphalt walkways with pervious pavers, <br /> construction of a pervious patio, and associated landscape improvements; full replacement of the existing septic system <br /> with a Title 5 system incorporating nitrogen reduction; and extension of the existing licensed pier by three additional <br /> sections to allow the float to reach deeper water and reduce grounding at low tide. <br /> The applicant noted that the project results in a reduction of lawn area and impervious surfaces, expansion of the <br /> coastal bank buffer through mitigation plantings, and improved nitrogen loading,with calculations indicating a <br /> reduction from approximately 12.2 to 8.8. It was further noted that the project had received letters of no concern from <br /> both the Harbormaster and Shellfish Constable. <br /> Commission members discussed the proposal, with particular focus on water quality and pier design. Mr. Colombo <br /> expressed concern regarding the proposed nitrogen-reducing septic system, noting that while it improves upon existing <br /> conditions,more advanced systems are available that would further reduce nitrogen loading. He stated that,given the <br /> Town's investment in nitrogen reduction, he had difficulty supporting a project that does not utilize the highest level of <br /> treatment available. <br /> Additional discussion addressed the proposed pier extension, including water depth limitations,float grounding, <br /> and compliance with Division of Marine Fisheries recommendations. It was noted that the extension would improve <br /> existing conditions by allowing the float to remain off the bottom more frequently, although full compliance with <br /> recommended float clearance depths may not be achievable due to site constraints. <br /> Commission members also discussed stormwater management, including the use of dry wells for roof runoff. The <br /> applicant agreed to install and/or replace dry wells to manage runoff from roof leaders. Further discussion clarified that <br /> details regarding the size and type of boat utilizing the pier, including draft and propulsion, should be provided on the <br /> plans in accordance with regulatory requirements. <br /> 10 <br />
