o Facility is on unique jurisdictional land: Commonwealth-owned, leased to Air <br /> Force, operated by towns. <br /> o Falmouth has historically issued permits but has limited jurisdiction; Sandwich is <br /> location to but Falmouth often conducts inspections. <br /> o Plumbing is under federal/lease jurisdiction; electrical/fire may fall to Falmouth. <br /> Need for Clarification: <br /> o Both board and operators agree it is necessary to establish which local or state <br /> entity holds inspection/enforcement authority, especially as divestment proceeds. <br /> 4. Snow Load and Immediate Structural Suitability <br /> • Concern Raised: <br /> o Contractors requested definitive answers on whether building is currently safe to <br /> operate (especially with snow load present). <br /> o Previous recommendation was to restrict operation under snow load, but no <br /> formal vote or action has been taken. <br /> ® Weston & Sampson's Analysis: <br /> o Building designed for 2 5psf snow load (—15 inches average snow). <br /> o With 5" of accumulated snow(current observation), roof load is likely well below <br /> threshold IF frame is undamaged. <br /> o Caution: actual load capacity may be compromised by damage/deterioration, <br /> o Recommendation: Limit operation to events where snow is less than 10-12"; <br /> more requires shutdown or manual snow removal. <br /> • Proposed Action: <br /> o Annual third-party structural inspections (by W&S or similar). <br /> • Clarify snow load operational thresholds in writing. <br /> 5. Process for Moving Repairs Forward <br /> • Repair Plan Approval: <br /> o Operator to provide detailed repair plans/specs (roof areas, wall, frame, rail <br /> building) via licensed structural engineer to be submitted by January 15,2026. <br /> o Design/review by Weston& Sampson and any local authorities; Repairs to be <br /> completed by March 31,2026 (ahead of April 1, 2026 contract start), <br /> • Permitting: <br /> o Repairs to be permitted as required; Sandwich and Falmouth building <br /> commissioners to coordinate, with state/federal authorities consulted as necessary. <br /> a All work to be formally inspected before new contract is executed; this process, as <br /> well as final annual inspections, to be clarified before April. <br />
