Chairman Sparkes spoke with the Wastewater Department, both Sampsons Mill Road and <br /> Orchard Road were on Phase 1 and are complete, the houses are attached to lines. Phase 1A <br /> is almost done and close to being hooked in. Sampsons Mill runs along Rt. 28 and town sewer <br /> is available right in front. Sewer would run from Rt. 28 and Orchard Road, which would provide <br /> access to that whole lot. <br /> The Town Hall property at Great Neck Road and Meetinghouse is not currently sewered but <br /> slated for Phase II. That will start in 2026 and finish in Spring of 2028. Commercial Street is not <br /> on any plan through Phase III. That property is close enough to look at tying into the treatment <br /> plant or having its own smaller treatment plant. Regarding the Title, it could take years to <br /> resolve. <br /> Status of AHC and AHT application for funds from Community Preservation Committee <br /> The application was submitted by the deadline, with an ask of $500,000 to be transferred to <br /> the AHT. This is in an effort to be able to transfer funds for immediate use when housing <br /> opportunities arise. They usually like to support specific projects. The Chair of the CPC gave <br /> feedback. They meet 12/16 to discuss and interview applicants. <br /> Funds may be used to update the site assessment for the viability of Sampson Mill Road, or <br /> title clearing issues, and feasibility studies. <br /> The AHT meets on 12/22. There are percentages allocated within the CPC to be used towards <br /> housing efforts, recreation, open space, and historic preservation. There is now more <br /> momentum within this Committee and the AHT, as both are meeting regularly now. <br /> NEW BUSINESS <br /> Presentation and Discussion with Mashpee Housing Authority <br /> Executive Director, Kimberly Conn and Assistant Director, Jennifer Haskel are present this <br /> evening from the Mashpee Housing Authority. <br /> Mashpee has a total of 103 affordable units, this includes the public housing program's 24 <br /> units at 7 Jobs Fishing Road, Homeyer Village, that houses elderly handicapped individuals. <br /> There are six family units on Breezy Way by the high school. Mashpee Village has 38 units <br /> through the voucher program, MRVP. There is a mobile program comprised of 33 vouchers, <br /> where an individual finds their own housing, but they do not have to live in the community of <br /> issuance. Most individuals in that program are housed in Mashpee and surrounding towns. <br /> There is an alternative voucher program with two participants, this was designed a while back <br /> for younger disabled tenants or elderly handicapped housing. <br /> Community Builders Inc. manages Homeyer Village, the project-based vouchers for 38 units, <br /> they maintain a waitlist or if an applicant comes up, they are sent to the management office for <br /> vetting and lease approval. <br /> The state was offering project-based vouchers to ensure people stayed local. A project-based <br /> voucher follows state regulations; their property has a tax credit or a low-income tax credit. <br /> Community Builders refinanced and made improvements. <br /> 3 <br />
