Fin Com-Regu la r Session <br /> August 21,2025 <br /> Present Finance Committee Members <br /> Jeffrey Pettengill-Chair <br /> Greg McKelvey <br /> Richard Weiner <br /> Keith Machado <br /> Meeting called to order in open session by Chair Jeffrey Pettengill in the Waquoit Meeting <br /> Room, MashpeeTown Hall, 16 Great Neck North, Mashpee, Ma at 4:30 pm. <br /> PLEDGE OF ALLEGIANCE <br /> MOMENT OF SILENCE <br /> PUBLIC COMMENT <br /> Sue Dangle of 762 Main Street addressed the committee regarding Article 4. Dangle <br /> emphasized the significance of the project. The project has applied for State Revolving <br /> Fund (SRF) financing as of July2024. Itwas noted thatthe project received a high rating due <br /> to its anticipated environmental benefits. Dangle stressed the urgency of proceeding with <br /> the project. If action is not taken soon, the town risks losing the awarded funding. <br /> Kevin Schofield of Gunters Lane addressed the committee regarding Article 4, noting that <br /> the proposed location is deeded as open space. He expressed concern about the high <br /> costs, estimating the local facility alone to be just under$26 million. He also noted that the <br /> overall$156 million project targets two prima rywaterways—Popponesset Bay and Waquoit <br /> Bay—with only small portion, approximately$200,000, allocated specificallyto Waquoit <br /> B ay. <br /> Ardum Russell of Sturgis Lane expressed concerns regarding Article 4, particularlythe <br /> proposalto use protected open space for the project. Russell questioned whether voters <br /> had been given sufficient and transparent information, noting that the plan involves a <br /> proposed trade of approximately seven acres of open space. She expressed concern that <br /> information may have been withheld from the public. <br /> Mark Blesoff of 95 Pickerel Cove Circle expressed support for allowing voters to decide the <br /> issue outlined in Article 4 warrant. Blesoff emphasized the importance of honoring the <br /> democratic process. He acknowledged the challenges related to water quality and noted <br /> that the town has a limited window to take advantage of an economic opportunity. He <br /> concluded by stating that this decision should be left to thevoters. <br />
