Collins noted that, based on advice from the town’s insurance carrier and <br />legal counsel, the town should not proceed with establishing nonprofit status at this <br />time. No questions were raised regarding the legal opinion. <br /> <br />Michael Sparkes clarified that the main intent of a nonprofit structure would have <br />been to provide tax credits for donors rather than to limit liability. <br /> <br />Town Manager Rodney Collins emphasized that the primary focus should be on cost <br />and liability.
