Select Board
February 9,2026
Minutes

Selectman Weeden noted that the trust has not always been utilized to its full
potential and that seeking a legal opinion on di?erent structures was worthwhile
empowering the trust. He suggested holding quarterly meetings to discuss how to
make the trust more impactful.

Selectman Richardson asked whether a donor could receive a tax deduction if land
were donated to the trust. Michael Sparkes responded that the original concept of
establishing a 501(c)(3) was intended to allow for charitable tax deductions, but
liability concerns advised against pursuing that option.

 Approval of CPC Application for Inclusion on May Town Meeting Warrant
Michael Sparkes reported that the board was authorized to submit an application to
the Community Preservation Committee (CPC) requesting $500,000 to be
transferred to the Affordable Housing Trust. The application, prepared with Chair
Wyman-Colombo assistance, was approved unanimously by the CPC. The CPC will
draft an article for the Spring Town Meeting with certain requirements, including
that the Affordable Housing Trust provide semi-annual updates to the CPC and the
potential to establish a clawback provision.
Chair Wyman-Colombo added that regular progress reports would be provided,
including plans for the utilization of the funds.
Motion made by Richard Klein to move forward the CPC Application for Inclusion on
May Town Meeting Warrant.
Motion seconded by Greg McKelvey.
Vote: 8-0 Unanimous
10
