<br />Select Board <br />February 9,2026 <br />Minutes <br /> <br />Selectwoman Wyman-Colombo-yes <br />Selectman Weeden-yes <br />Selectman Cotton-yes <br />Selectwoman Kelley-Wilson-yes <br />Selectman Richardson- yes <br />Presentation of the Capital Improvement Program Committee’s FY 2027 <br />Recommendations and 5-Year Plan – Rodney Collins, CIP Committee Chair <br />CIP Committee Chair, Rodney Collins, provided an overview of the Capital Improvement <br />Program Committee’s FY 2027 Recommendations and 5-Year Plan. <br />The Select Board discussed scheduling a meeting with the Wastewater Superintendent to <br />review Phase 3 design and associated costs. <br />Board members noted the importance of understanding potential grant opportunities to <br />o?set costs. Collins explained that if funding gaps arise, the Finance Committee’s reserve <br />fund could be used, subject to approval. <br />Select Board Members expressed concern about the number of items listed as TBD in the <br />CIP forecast and the potential impact on budgeting, taxes, and town bureaucracy. Collins <br />explained that items marked as TBD in the capital improvement forecast may indicate <br />uncertainty about the project’s cost or whether the project will occur at all. <br />The board agreed that a clear roadmap and better forecasting would provide a stronger pulse <br />on future capital needs. <br />PUBLIC COMMENT FOR ANY ITEM NOT ON THE AGENDA <br />Larry Ginsburg presented a proposed bylaw for inclusion on the May Town Meeting warrant <br />to prohibit the sale of fur within the town. He noted that no businesses in Mashpee currently <br />sell fur, making the measure largely symbolic, but aimed at discouraging cruel and <br />environmentally harmful industries.
