Article 23 <br /> <br />To see if the Town will vote to appropriate and transfer the sum of $100,000 from the Wastewater <br />Stabilization Fund to the Department of Wastewater Management for legal services associated with the <br />borrowing of funds for projects identified in the Comprehensive Watershed Nitrogen Management Plan <br />(CWNMP) or take any other action relating thereto. <br /> <br />Submitted by the Department of Wastewater Management <br /> <br />Explanation: This article is for anticipated one-time closing costs to be expended in FY2027 for <br />SRF loans. <br /> <br />The Select Board recommends approval of Article 23 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 23 by a vote of 6-0 <br /> <br />Motion made by Select Board Member Wilson <br /> <br />Motion: I move the Town vote to approve Article 23 as printed in the warrant, with the exception <br />of the phrase “or take any other action relating thereto.” <br /> <br />Motion passes 267 to 39 at 8:55PM <br /> <br /> <br />Article 24 <br /> <br />To see if the Town will vote to authorize the Treasurer, upon the approval of the Select Board, to <br />borrow the sum of $11,500,000, at one time or from time to time, under and pursuant to Chapter 44 <br />Sections 7 or 8 of the General Laws, or any other enabling authority, and to appropriate said sum for <br />purposes of paying costs of HVAC upgrades at the Quashnet Intermediate School, including all other <br />costs incidental and related thereto, as recommended by the Capital Improvement Program Committee, <br />provided, however, that any borrowing authorized hereunder shall be expressly subject to and <br />contingent upon approval by the voters of the Town of a ballot question to exclude from the limitations <br />of Proposition 2 1/2, so-called, G.L. c.59, §21C, the amounts required to pay the principal and interest <br />on any bonds, notes or certificates of indebtedness issued hereunder; or take any other action relating <br />thereto. <br />Submitted by the Select Board <br /> <br />Explanation: This article would appropriate funds and authorize the borrowing thereof, contingent <br />upon the successful passage of a debt exclusion ballot question, for making necessary upgrades to the <br />HVAC system at the Quashnet Intermediate School, as well as making necessary upgrades to the fire <br />suppression system that would bring it into compliance with the Massachusetts Comprehensive Fire <br />Safety Code and the Massachusetts Building Code, and costs/expenses incidental and related thereto. <br />Article 24 requires a 2/3 vote to pass. <br /> <br />This article will also require approval of a corresponding Proposition 2 ½ debt exclusion ballot question <br />at the May 9, 2026 Annual Town Election. <br /> <br />The Select Board recommends approval of Article 24 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 24 by a vote of 4-2-1 <br /> <br />
