<br />To see if the Town will vote to fix the salaries of the following elected officers as provided in Chapter
<br />41, Section 108, of the Massachusetts General Laws for the period of July 1, 2026 to June 30, 2027,
<br />and further, to see if the Town will vote to appropriate, raise, and/or transfer a sum of money to defray
<br />the Town’s expenses for the ensuing fiscal year, in the amounts and for the purposes set forth in the
<br />Omnibus Budget column entitled, “FY 2027 Budget Town MNGR Recommend”, provided, however,
<br />that of that amount, the sum of $1,500,000 shall be expressly contingent upon approval by the voters
<br />at an election of a so-called Proposition 2 ½ override question, pursuant to G.L. c.59, §21C, allowing
<br />said sum to be raised outside the levy limit, and, further, if the override fails, that the amounts for each
<br />line shall be reduced to the amounts set forth in the Omnibus Budget column entitled, “FY 2027 Budget
<br />with Reductions”,

<br />or take any other action relating thereto.

<br />Explanation: This article seeks to fix the salaries of elected officials for FY 2027 and further fund the
<br />annual operating budgets for the various Town Departments in the amounts and for the purposes set
<br />forth in the Omnibus Budget column entitled “FY2027 Budget Town MNGR Recommend”, provided,
<br />however, that of that amount, the sum of $1,500,000 is expressly contingent upon approval by the
<br />voters at an election of a so-called Proposition 2 ½ override question allowing said sum to be raised
<br />outside the levy limit, and, if the override question fails, that the amounts for each line will be reduced
<br />to the amounts set forth in the Omnibus Budget column entitled, “FY 2027 Budget with Reductions.”

<br />The Select Board recommends approval of Article 2 by a vote of 5-0
<br />The Finance Committee recommends approval of Article 2 by a vote of 6-0

<br />Motion: I move the Town vote to fix the salaries of the elected officers as specified under the
<br />columns entitled “Town Manager Recommendation” in line items 2 and 22 of the “Omnibus
<br />Budget”, and further, the Town defray the expenses for the ensuing fiscal year by appropriation
<br />of those amounts shown under column entitled “Town Manager Recommendation” and that to
<br />fund said appropriation, the Town raise and appropriate $77,754,467, and transfer from:
<br />Ambulance Receipts Reserved for Appropriation Account $955,240 to line item 40, $271,753 to
<br />line item 41, $6,054 to line item 78, $43,566 to line item 76, $140 to line item 77; Wastewater
<br />Infrastructure Investment Fund $1,477,664 to line item 69, $72,559 to line item 70; Shellfish
<br />Receipts Reserved for Appropriation Account $30,000 to line item 32; Waterways Improvement
<br />Fund $32,000 to line item 31; Cemetery Receipts Reserved for Appropriation Account $7,250 to
<br />line item 51; Street Betterment Receipts Reserved for Appropriation Account $371,154 to line
<br />item 68, $84,625 to line item 70; Septic Betterment Receipts Reserved for Appropriation Account
<br />$25,690 to line item 53; and Revenue Available for Appropriation $2,200,000 to line item 76;
<br />provided, however, that of the amount raised and appropriated hereunder, the sum of $1,500,000
<br />is expressly contingent upon approval by the voters at an election of a so-called Proposition 2 ½
<br />override question allowing said sum to be raised outside the levy limit, and, if the override
<br />question fails, that the amounts for each line will be reduced to the amounts set forth in the
<br />Omnibus Budget column entitled, “FY 2027 Budget with Reductions”.
