Select Board
April 27,2026
Minutes

has a responsibility to conduct due diligence when appointing members to regulatory
boards, noting that such boards carry significant responsibilities. He stated that Board
members must balance three primary considerations: legal parameters, policy-making
responsibilities related to Town policies and bylaws, and the implementation of those
duties at the board level.
Chair Colombo-Wyman stated that it may be beneficial to involve legal counsel and
explore additional professional development and training opportunities for board and
committee members.
Selectman Weeden referenced prior collaborative training programs and discussed the
value of professional development opportunities for board members, including training
focused on decision-making, regulatory responsibilities, bylaw implementation, and
creating defensible decisions. He stated that continued professional training could help
ensure that regulatory changes and bylaws are consistently implemented at both the board
and departmental levels.
Town Manager Rodney Collins agreed that professional development would be valuable for
both current and incoming members and suggested that training opportunities could be
made available to boards, committees, and councils throughout Town government. He also
suggested that training could be recorded and made accessible for future reference and
onboarding purposes.
Town Manager Rodney Collins noted that there are numerous professional resources and
trainers available that could assist the Town in these e?orts.
Selectwoman Kelley-Wilson discussed the importance of maintaining decorum and
professionalism while respecting di?ering opinions among board and committee
members.
Town Manager Rodney Collins reminded the Board that formal procedures already exist if
removal of a board member ever becomes necessary.
11
