Select Board
April 27,2026
Minutes

Dan Kupferman, Mashpee Inclusion & Diversity Committee, reviewed the application for a
temporary sign permit for the 6th Annual Friendship Festival.
Kupferman requested clarification regarding the allowable duration for signage placement
throughout Town.
Kupferman stated that he was informed there is a five-day limit for signage and noted that
this requirement had not previously been enforced or recognized as a limitation. He
expressed concern that the restriction may create a burden for event organizers seeking to
promote community events.
Town Manager Rodney Collins responded that Kupferman was likely referencing existing
Town policy and indicated that the matter could be revisited for further review and
clarification.
PUBLIC COMMENT FOR ANY ITEM NOT ON THE AGENDA
Lynne Barbee, Surf Drive, spoke during public comment and stated that, based on her 23
years of experience representing workers in public service unions, she was saddened by
comments made earlier regarding Sarah Thornbrugh and related matters.
Barbee noted that many Town employees are covered under union contracts that include
grievance procedures and emphasized the importance of utilizing those processes when
concerns arise.
She further stated that for employees or volunteers not covered by collective bargaining
agreements, it is important that complaints and concerns are still taken seriously.
Barbee expressed concern that, at times, individuals may feel that issues are not
adequately addressed and stated that this can be discouraging, particularly for volunteers
serving the Town. She encouraged continued attention to workplace relationships and
communication and expressed appreciation for those who serve the community.

Colton Atkinson also spoke during public comment and referenced the Town’s Complete
Streets policy, noting that road construction and safety improvements should be
incorporated into related planning and implementation e?orts.
13
