We want the driveway operating <br /> safe and efficiently. If he doesn't identify potential issues, that project fails and it's on him. <br /> They look 7 years into the future, and layer in everything they know, the 40B they know, with <br /> 60 units and trip generations which are then added on top of the traffic conditions, in helping <br /> to build the future analysis. The 1% the Town Planner is referencing is the background traffic <br /> growth, which is meant to capture all unknown. Being such an interactive process, the <br /> question of that 0.54% is what the Commission provided, but that number has reduced. In this <br /> area, the Commission's regional data shows lower future growth. Already, that number could <br /> be conservative. <br /> Mr. Lucas stated the study and previous materials used the .54% growth rate. Specifically to <br /> this comment, they did a sensitivity analysis and applied a 1% growth rate, now the no build is <br /> higher as well as the intersections. What this found is it doesn't fundamentally make a <br /> difference in looking at the build, using no build volume, and adding site generated traffic. <br /> Again, the 1% was only applied to Shellback Way and the Route 28 intersection. <br /> Mr. Adams moved onto the crash data comment, and they originally looked at MassDOT <br /> crash data. Tighe & Bond (T&B) asked for updated MassDOT crash data that required local <br /> Police Department involvement specific to this area. They are taking their time to get through <br /> this process, and when they previously looked at crash data with MassDOT, Mashpee PD, <br /> and the previously included data from the Cape Cod Commission, it effectively didn't change <br /> conclusions. <br /> Ms. Faulkner commented on the 10-year average from 2016-2025, but she read the norm for <br /> a traffic study is 5 years. If you look at 5 years of data, you get a different answer. Over a 5- <br /> year period from Rt. 28 and Shellback Way results in 6.3 crashes, versus 4.6 crashes. <br /> Donna's Lane lists 7 crashes versus 5.2 which is better, but she wants to know why 10 years <br /> was used when 5 is the norm. <br /> Mr. Adams noted mathematically the numbers suggest otherwise, but the data isn't different. <br /> Before T&B was brought on, there was an additional year or two of data, and then they were <br /> instructed to look at local data, and observe any additional concerns. When looking at crash <br /> data and statewide averages, MassDOT shows a bit of a variance to how Mashpee submits <br /> or categorizes a crash in the MassDOT portal. <br /> 8 <br />
