This is consistent with other grocery stores. The plan shows <br /> blue markings showing spillover is zero, and the green target numbers achieved minimal <br /> lighting, while there is some overflow onto Rockland Trust, they are providing a sidewalk <br /> along that route. The overspill is to provide lighting on that walkway. <br /> Mr. Balzarini asked about emergency lighting during an outage. <br /> Mr. Dibb answered the site will meet all emergency lighting requirements. <br /> Ms. Waygan stated it was time to move on to traffic. She sees the materials in the packet and <br /> addressed the proponent. Through conversations with both Tighe & Bond and the Town <br /> Planner, there are three high level concerns that remain. Tighe & Bond produced a letter on <br /> April 6th, then April 29th a response was submitted back to T&B from Bowman Consulting. <br /> Jason Adams is present this evening with Bowman Consulting. He referenced comment 6, <br /> and background growth rate. He noted this being a topic through all reviews, along with what <br /> should be included in future traffic volume projections. Going back over discussions with the <br /> Town and the traffic impact study reviewed by the Cape Cod Commission, and the Planning <br /> Board's comments around additional background development being added to the traffic <br /> volumes, in helping to create an accurate conclusion with Trader Joes in place. <br /> As they accounted for development in this vicinity, background growth rate was enough. They <br /> did perform an additional analysis and increased that background growth rate on Shellback <br /> Way and Route 28, with conclusions remaining unchanged. They are trying to be responsive <br /> to comments. <br /> Mr. Tobin elaborated on the additional unbuilt units within the Mashpee Commons and the <br /> 40B. <br /> Mr. Lucas stated the .54% growth rate is used in development, alongside data from the <br /> Commission, that accurately uses industry standards and background development, making <br /> sure everything was captured. <br /> Ms. Waygan referenced Table 2, the existing numbers with the build and no build scenario. <br /> Mr. Tobin expressed again there are known approved projects, unbuilt, as well as non- <br /> approved, but likely to be built around this area of town. <br /> Mr. Adams stated the no build exists as we appear today, what you see now, and what you <br /> see as you drive by that location now is a wooded lot. <br /> 7 <br />
