The no build went to 121.9 seconds, more than 2 minutes, and <br /> volume to capacity of 89%, also LOS F and queue of 138 feet. In the build, it increases to 170 <br /> seconds with a volume to capacity of 102%, and LOS F. They are listed as <br /> having long delays, and the delay gets worse as you go from the existing, to no build, to build, <br /> then to build with mitigations. Under the mitigated build, there is a 79 second delay with 180ft. <br /> in the queue, based on that, you have 9-10 cars waiting at the light. <br /> Mr. Adams stated that is a commercial driveway served by a traffic signal, which is better than <br /> the unsignalized entrance at Mashpee Commons. In peer review and Board conversations, <br /> there is a focus on Route 28 and Shellback Way. How can they make Route 28 better and <br /> how can they make Shellback Way better, without impact to the people on Shellback Way. <br /> Something has to give at some point, if you take from one to give to another, something will <br /> be impacted. They are trying to balance how to use the amount of green time at that signal. <br /> MassDOT wants to prioritize their roadway, that is their traffic signal. If they say they need <br /> more time on Shellback, MassDOT wants zero part of that, they want to keep people moving <br /> on Route 28 and get people out of that area. Now they are limited in how to serve these <br /> areas. In this case, there is a high number of left turns that impact those movements, which <br /> are challenging to mitigate. A Level of Service E is not desirable, but there are a number of <br /> intersections in Town and across Cape Cod that are LOS E or F, and they are doing their best <br /> around those confines. <br /> 13 <br />
