On Table 1, Saturdays enter and <br /> exit come out to 319. She asked if passby trips got configured? The passby trips do not make <br /> sense. What does that mean and how is it computed? <br /> Mr. Adams noted 319 is the total number, and no passby trips were associated with Hingham <br /> as they just counted the absolute number of vehicles. They don't know if that person was <br /> driving from A to B or made a unique trip. <br /> Mr. Lucas stated passby percentages come from ITE. A passby trip is someone who is driving <br /> past the site anyways and already on Route 28, then decides to stop at Trader Joes. In <br /> looking at these figures, 319 total cars with 60 passby trips and 259 total new trips. When <br /> looking at the built analysis, they add those new trips, because those are 259 new people <br /> added to the traffic network, going to Trader Joes. The additional 60 trips are redistributed <br /> because they are already on Route 28. Someone might be already on the network and stop at <br /> Trader Joes while they are out. <br /> Ms. Faulkner stated 19% is used in figuring out that number as the industry standard. She <br /> went on to note the 319 is the more correct number, and the initial 204 was underestimating. <br /> They were looking at the land use code 850 assuming data of a supermarket. On the April <br /> 29th response, they have 319 total trips. What she doesn't understand, based on review of <br /> tenant specific data, the calculated Saturday data was 40% higher than the TIS, in other <br /> words, 40% higher than original. Does 319 equal 40% more? <br /> Mr. Lucas stated initially that Land Use Code was used from a grocery store. They heard that <br /> Trader Joes is different and determined they needed more comparable data for this site, then <br /> that's when Hingham was identified. <br /> Mr. Adams only counted on Saturday because the blizzard hit. They used the ratio and <br /> increased the AM and PM counts at that same rate. It was greater in Hingham than the <br /> original data, so they increased weekday and afternoon by 40%. The trip generation in <br /> original TIS was then increased to be 40% higher on all categories at all time periods. <br /> Mr. Tobin asked if they counted the data themselves, and inquired if that is common for an <br /> engineer to count or outsource to a third party. <br /> 18 <br />
