of TMs s,s
z.
Aannin Board
c
16 Great Neck Road North
.wlashpee, Aassachusetts 02649
Mr. Adams answered given the nature of this task and the short notice, it is equally common
for the engineering company to address this. He is putting his professional license on his
staffs ability to count the vehicles correctly and that is perfectly acceptable.
Ms. Waygan noted the 40% figure feels right, and the numbers presented initially were too
low, with that increase she is comfortable with those numbers. She would like to move on to
Table 2 and Table 3.
Mr. Adams stated Table 2 and Table 3 have updated capacity analysis with the 40% and all
Mr. Lucas' comments.
Ms. Faulkner ran through LOS delay. It says here, on Falmouth Road and Quinaquisset Ave.,
movement is westbound right. In the morning there is LOS C, which are noticeable delays but
still okay and acceptable. The delay is 18.8 seconds and volume to capacity is 8%. The road
is filled up 8%. When they build, the delay goes up a few seconds to 22.9 seconds, and
volume to capacity goes up to 11% but still no build. When it is built LOS is C, same level of
service, with 23.2 seconds delay and volume to capacity stays at 11%. She will do one that
has an F. Falmouth Road and Steeple St. have a stop sign, with no light. If you want to turn
left onto Rt. 28, known as east bound left, in the morning there is LOS D. A LOS D at a
signalized intersection is different than unsignalized, with delays greater than 25-35 seconds.
It goes down to LOS E on no build and stays at LOS E for built. For an unsignalized
intersection those are long delays. Rockland Trust in the AM and PM Saturday is unsignalized
with a LOS B showing only minor delays.
Ms. Waygan asked about signalized intersections on Table 2. She wanted Ms. Faulkner to go
through the signalized Shellback Way and Charles St.
Ms. Faulkner went through this intersection in the morning, it's a LOS B, with stable flow and
a delay of 10.7 seconds, and volume to capacity is 60%. You aren't hanging out too long at 10
seconds. In the no build it remains a LOS B, at 62%, showing little change, and at the built it
changes to 65% filling of the road. Here on Saturday its LOS B, when they build it goes down
to LOS C and filled up 76%.
Ms. Waygan asked about Table 4, the peak summer condition with mitigation.
Ms. Faulkner went through the peak summer conditions with mitigation. She went over the
intersection at Falmouth Road, Jobs Fishing Road, and Donnas Lane. In the morning there is
a LOS C and in the afternoon, it is a LOS D, approaching unstable flow. Saturday there is a
LOS E, which is unstable. It won't be a terrible problem in the morning, in the afternoon it's
pretty bad, as the delay is 40 seconds, with 79% volume to capacity, similar to the built with
mitigation. It still says volume to capacity is 79%. Falmouth Rd. at Shellback and Charles St.
19
