In this case we see an increase on the side street and minor increase of queue on <br /> Route 28, but both delay and LOS are at acceptable levels. <br /> Ms. Faulkner asked him to clarify what he said about mitigation not benefitting operational <br /> issues. <br /> Mr. Lucas restated the operational meaning seeing a reduction in delay and improvement in <br /> level of service. He noted you can see that in Table 4, for example, Saturday on Shellback <br /> Way and Charles St. has a LOS C and an average delay increase of 4 seconds. They were <br /> asking for an opportunity to see additionally what might be possible at the intersection. We <br /> talked previously about the implementation of a left turn lane, the response to comment 36. <br /> Bowman said constructing a left turn is beyond the scope and scale of the project. That is <br /> true, he cannot expect the applicant to pay to construct left turn lanes. They were just asking <br /> to see what that analysis could be, operationally. It was never received.
