The cars approaching know people may be taking <br /> that left turn, and they may go to the right lane. There is a shift of traffic concern, as they may <br /> be doing that at the slowing point for that proposed curb cut to Trader Joes. Ms. Faulkner <br /> mentioned earlier someone turning off Jobs Fishing in the right lane while someone is slowing <br /> to turn into Trader Joes, so that vehicle now shifts into the left lane. However, further down the <br /> corridor you lose that right lane, and all lanes shift to one merging lane on Route 28. We were <br /> hoping to see, like in comment 36, mitigation that might be possible. The applicant responded <br /> in relation to money promised to the Commission and being locked in. He doesn't know if he <br /> has a better idea, he hasn't seen any of it, and he doesn't know if there is one. It matters to <br /> figure out if there is a better idea, if there is something specific to that left turn that can happen. <br /> Regards to queuing on Shellback, that is a concern, as the 95% queue exceeds storage. It is <br /> 135ft. at the stop line, so someone waiting at the stop line blocks that crosswalk. Once greater <br /> than 135ft. you are blocking the crosswalk and exit for people leaving the commercial <br /> driveways waiting for the queue to clear. <br /> Mr. Lucas showed the layout on the screen and the crosswalk in question, measuring the <br /> distance from the stop line to the crosswalk at 136ft. The queue greater than 135ft. does block <br /> that crosswalk, in the worst 5% at peak hour, on a Saturday in peak summer. It is certainly not <br /> all the time, but the worst 5% of the hour is 3 minutes of the hour. There will be days that won't <br /> occur, and days it may be worse. This shows there is a chance that this queue blocks the <br /> driveway. <br /> Mr. Tobin is simply making the Board aware that there is a gap in our knowledge, but the <br /> Board should have all the information needed for traffic. The gap he is referring to is between <br /> the queuing on Shellback at 50% of the time, backed up 110ft., and the worst 5% of the time <br /> cars will be backed up 156ft. past those driveways and crosswalk. Everything in the middle, we <br /> do not know but can estimate 25-30% of the time the commercial entrance to Deer Crossing <br /> will be blocked. <br /> Mr. Lucas assumes the applicant has looked at retiming that to maximize operation for this <br /> side street, in understanding that queue is critical to the larger picture of what might be <br /> possible at the intersection. He doesn't know if there is a magic answer, they can definitively <br /> make it better, but there is some level of unknown here. <br /> Mr. Lucas acknowledged blocking will still occur, there is a lot of demand coming from <br /> Shellback, a lot more demand than will be from this site. In telling those people to wait, that <br /> could favor the site instead of the neighborhood. <br /> Ms. Waygan asked if the commercial exits have a stop sign where it says one should be <br /> located. <br /> 24 <br />
