People making through passage know if vehicles might go left, there is <br /> no dedicated left turn at any guaranteed point, and those people wait for a gap in opposing <br /> traffic. As people wait to make the left, the through must wait for those people to turn left or <br /> switch lanes to continue through the green light. <br /> Mr. Lucas then noted Ms. Faulkner's comment about the left turn from Jobs Fishing Road, and <br /> someone might be slowing down to enter Trader Joes curb cut, now the person behind them <br /> switches to the left lane. This results in a number of people making competing moves by <br /> shifting between lanes. The left turn could be resolved if there was a dedicated turn exclusive <br /> to left turns. However, it is the clear solution. He inquired if light timing would <br /> be a cost effective mitigation measure to clear out traffic back up from left turns? He agrees <br /> with Mr. Milbury, and common sense would say that's a cost-effective solution. However, he is <br /> hearing from engineers it isn't feasible. <br /> Mr. Lucas elaborated that Jobs Fishing Road and Donna's Lane have exclusive left turn lanes. <br /> Mr. Tobin understands someone who is not locally savvy may get in the left lane and stop <br /> traffic, so a delayed signal won't help in those instances but many people would anticipate it. <br /> 25 <br />
