Typical phasing shows the arrow in one <br /> direction, allowing left and through, and the arrow would shut off allowing through movements. <br /> Mr. Milbury is having a hard time grasping why that left lane can't work. <br /> Mr. Lucas said with phasing for this, the problem is the yellow trap. Yellow trap has to do with <br /> driver perception. This lagging turn accounts for the driver expecting to make a movement, <br /> plus having an expectation of operation, and what the vehicle is doing, it ends up operating <br /> counter to what is expected. <br /> Mr. Tobin stated we know we have problems and would like to know probable solutions. <br /> Mr. Lucas commented it introduces the yellow trap, so he doesn't think it will be beneficial. <br /> Mr. Adams stated MassDOT handles that road, and that intersection is laid out and governed <br /> how MassDOT wants it. They are not in favor for many reasons Mr. Lucas just covered, for <br /> allowing a turn lane in a shared lane. Whatever we come up with still needs Mass DOT <br /> approval, and right now they are committing to signal timing and updates, as long as we are <br /> not changing geometry. That alone is a million dollar project and a gigantic undertaking. They <br /> can be more creative and bring the Town to the table with MassDOT, to be done with existing <br /> equipment and geometry, they will absolutely try. Introducing arrows in a shared lane would <br /> create an unsafe condition. If you are to stagger, there is a driver perception issue. Going back <br /> to Table 2, Shellback Way is the intersection that operates the best out of all of this area. It's <br /> already better than Jobs Fishing Road and other intersections on Route 151, it already works <br /> better and there are some very real limitations. <br /> Ms. Waygan does not perceive that intersection to be better. <br /> Mr. Tobin stated from the yellow trap stance, he believes both engineers made the point, and <br /> consensus remains those adjustments could compromise the integrity of points in the <br /> intersection. <br /> Mr. Lucas agrees, one tiny alteration to improve a movement would likely degrade other <br /> movements at that intersection or another. Is there something else feasible here, potentially, <br /> but we don't have results of what that might be. <br /> Mr. Oakley noted the safer left turn from Route 28 is from Donna's Lane, if only they could <br /> eliminate that left onto Charles St. altogether. <br /> 26 <br />
