of TMs s,s <br /> z. <br /> Aannin Board <br /> c� <br /> 16 Great Neck Road North <br /> .wlashpee, Aassachusetts 02649 <br /> Location: 647 Falmouth Rd/9 Shellback Way, Mashpee MA <br /> Assessor's Map 81, Parcel 132 <br /> Request: Special Permit Application to construct a 13,229 +/- SF specialty <br /> retail grocery store on 3.97 +/- acres of undeveloped land pursuant <br /> to Sections 174-24(C) & 174-25(E)(1) & E(2) of the Mashpee <br /> Zoning By-law. <br /> Ms. Waygan read the public hearing notice into the record. This evening's packet includes <br /> updated plans, a list of waivers, materials about traffic, and public comments. <br /> Christopher Kirrane is present on behalf of the applicant, Mark Bogosian. He believes the civil <br /> engineering concerns have been resolved to the satisfaction of both the Board, applicant, and <br /> consulting engineer. Originally, this project had two entrances, after consideration an <br /> agreement was formulated to allow for one entrance, which is positive. The sloping and <br /> grading that was an initial concern was also eliminated. Landscaping revisions were provided <br /> for appropriate screening between the project and neighbors. They worked alongside Trader <br /> Joes, who heard concerns from neighbors about deliveries, and agreed to accommodate to <br /> later in the evening with fewer early morning deliveries. Mr. Kirrane worked on the proposed <br /> conditions, should this Board be willing to act at the following meeting. They were provided to <br /> the Department earlier today, but he has copies to provide to the Board if they did not make it <br /> into this evening's packet. <br /> Ms. Waygan would like to see a copy, and it was handed out to the Board. She wants to <br /> ensure nothing is missed from her own list. <br /> Mr. Kirrane confirmed their engineer Mark Dibb confirmed with the Fire Department, which he <br /> can attest to later, and they were satisfied with emergency access, as well as improvements <br /> made to deliveries. <br /> Mr. Kirrane commented throughout this process they listened to the Board and public <br /> comment, to make this a good approvable project. He hopes the civil engineering has been <br /> satisfactorily addressed and that box can be checked off. Traffic remains a big issue for this <br /> Board and the public. The applicant hired professional engineers and provided ample material <br /> and data, that can be challenged it wasn't based on proven methods and data, but it is all <br /> guided by the simulation calculations and the technical expertise of MassDOT. Not to speak <br /> for the Board Engineer, but methodologies have been accurate, and Tighe & Bond can attest. <br /> Again, he does not want to consider anecdotal figures by a citizen who sits in the parking lot <br /> counting cars. The analysts took them to the Hingham location, which best resembles the <br /> approximated traffic count for the proposed location in Mashpee. Never once did their team <br /> say there would be no impact. What they maintain saying is there will be no adverse impacts <br /> to traffic. They are not going from an A to an F in any scenario, will there be impact, yes! <br /> 2 <br />
