Engineers have made recommendations towards
mitigations to potentially negative impacts, such as signal timing. Route 28 is a state operated
road, they can certainly agree to cooperate with the Town, state, and Cape Cod Commission
for future solutions. They are also aware that the rotary plans to be reviewed by the state in
the next ten years. Who knows if by then this area will also be considered. Regardless, the
applicant is committing to being a partner the entire way. He has committed over $500,000
towards mitigation, and he continues to show his commitment. There are a lot of people who
support this project, and they do not always show up at this meeting. With that, he will turn it
over to Mark Dibb with Cape and Islands Engineering.
Ms. Waygan asked about figure C102, the driveway in and out of Rockland Trust, she would
like him to address those comments. Also, on C103, she asked how the solar auto flashing
beacons will operate and if they are in fact placed correctly.
Mr. Dibb stated they light on the pedestrians to notify the cars. There is a line representing the
solar crosswalk.
Greg Lucas with Tighe & Bond stated the Repetitive Flashing Beacons (RFB) sign should be
facing the entry and exit vehicles, and on the left side it should be closer, allowing more
visibility for the exiting vehicles.
Brian Tobin, Town Planner, wanted to check with Mr. Lucas about the crosswalk on the right
turn curb cut, and if he deems it necessary for it to be raised.
Jean Christy, Board Engineer, did address that issue with Mr. Lucas, and the raised pattern
may be an issue for the entering vehicle. Yes, it will slow vehicles, but it may cause issues if
they are operating too fast. He would not raise the crosswalk.
Mr. Tobin inquired about a possible recommendation to help in slowing cars down in that
entryway.
Mr. Lucas stated safety improvements would include curvature, with a wider entering than
exiting. The delivery truck needs to be able to turn in, so the radius can accommodate that
truck. There can be markings to reduce perception, but the word `SLOW' in block letters
would not deviate a driver. The curvature is such that vehicles will not enter at a high rate,
they will be forced to slow. In looking at it, the width is 18-20ftt.
Mr. Oakley asked if the crosswalk could be moved closer to the building.
3
