Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> was further stated that a dry well was proposed to capture roof runoff from the new porch and that sediment controls and <br /> work limits would be maintained during construction. <br /> The property owner explained that significant termite damage and rot had been discovered between the house and the <br /> existing deck during planned repairs and replacement of exterior doors and windows. It was stated that the deteriorated <br /> deck had already been removed in order to access and repair the damaged portions of the structure. The owner further <br /> stated that no excavation or disturbance of surface soils had occurred during removal of the deck and that most <br /> remaining work would occur within the existing structure footprint. Additional explanation was provided regarding <br /> enclosure of the breezeway and modifications intended to improve the layout and appearance of the dwelling. <br /> Discussion focused on the proposed concrete walkway and restoration areas adjacent to the coastal bank. <br /> Commissioners questioned whether permeable materials and native vegetation should be used instead of concrete and <br /> lawn areas within the coastal bank buffer. The applicant and property owner indicated willingness to revise the proposal <br /> to utilize permeable materials and install native vegetation plantings in place of lawn restoration areas. <br /> Additional discussion addressed the extent of proposed disturbance within the coastal bank buffer area, flood zone <br /> delineations shown on the plans,the location of the coastal bank relative to the proposed work, and the proposed dry <br /> well system. Questions were raised regarding the amount of disturbance shown within the work limits and <br /> inconsistencies in the flood zone elevations identified on the plans. Clarification was also provided regarding the <br /> anticipated overflow route from the proposed dry well system,with explanation that overflow runoff would drain away <br /> from the waterbody based on existing site contours. <br /> Further discussion addressed restoration of the area where the deck had been removed. Commissioners expressed <br /> preference for native plantings rather than lawn in order to reduce fertilizer use and provide improved buffering to the <br /> coastal bank resource area. The applicant and property owner agreed to revise the proposal accordingly. <br /> Conservation staff stated that the overall project represented a benefit to the resource areas because the deck closest to <br /> the coastal bank would be permanently removed and replaced with native vegetation and stormwater improvements. It <br /> was further stated that installation of native plantings,permeable materials, and a new dry well system would improve <br /> site conditions relative to the existing development. <br /> MOTION: To close an issue at 9 Point Road with the following conditions: <br /> 1. Changing the concrete pad to a pervious paver type <br /> 2. (Representative: Webby Engineering Associates, Inc.) 43- <br /> 3421 <br /> Joe Webby of Webby Engineering stated that the project involved replacement of existing deck areas with <br /> proposed additions and landings while maintaining no net increase in structural coverage on the lot. It was <br /> further stated that although there would be no increase in overall structural footprint, the project would <br /> increase impervious surfaces, which the applicant proposed to mitigate through installation of two dry wells. <br /> Mr. Webby stated that stormwater calculations had been submitted, seasonal high groundwater was estimated <br /> at elevation two, and the proposed additions would be elevated on piers in accordance with FEMA flood zone <br /> requirements. <br /> Discussion focused extensively on the location of the existing septic tank in relation to the proposed additions <br /> and structural supports.
