Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Further discussion addressed the extent of proposed work within the 75-foot coastal bank buffer area. It was stated that <br /> the entire property lies within the protected buffer area, although the applicant's representative noted that the proposal <br /> would reduce total structural coverage on the lot by approximately 26 square feet compared to existing conditions. <br /> Discussion also addressed the proposed mitigation calculations and associated planting plans. Questions were raised <br /> regarding certain plan sheets containing"not for construction"language and whether those sheets would require <br /> revision prior to approval. <br /> Commission members also discussed zoning and setback requirements applicable to the property, including whether <br /> attorney certification should be provided regarding exemptions or relief associated with Mashpee Zoning Bylaw <br /> Chapter 174.33 governing setbacks from wetlands and water bodies. Discussion occurred regarding the interaction <br /> between Conservation Commission review and pending zoning relief applications,particularly given that portions of the <br /> house and property are already pre-existing nonconforming structures located within flood zone areas. <br /> Concerns were raised regarding the proposed location of the shed near the top of the coastal bank. It was stated that field <br /> staking appeared to place the shed immediately adjacent to the edge of the bank,creating concern regarding stability and <br /> proximity to wetland resource areas. Additional discussion addressed missing dimensions between the shed, addition, <br /> and top of the coastal bank, as well as the overall size and location of the proposed patio. Commission members <br /> suggested reducing the patio size and relocating the shed farther from the coastal bank. <br /> Additional technical discussion addressed retaining wall replacement details, erosion controls, support systems for the <br /> proposed addition and shed, groundwater elevations, dry well sizing, and stormwater overflow routing. Questions were <br /> raised regarding the absence of building plans,retaining wall details, and engineering calculations demonstrating the <br /> adequacy of the proposed drainage systems. Commissioners requested groundwater elevation data, 25-year storm <br /> calculations, dry well sizing information, and clarification regarding the route of overflow runoff from the proposed <br /> stormwater systems to ensure no adverse effects to the coastal bank would occur. It was stated that future projects <br /> should routinely include such stormwater design information in Commission submittals. <br /> Discussion also addressed whether the proposed shed, if ultimately approved, should be constructed on skids or similar <br /> removable supports rather than permanent foundations. (Representative: Cape and Islands Engineering,Inc.) 43- <br /> 3419 <br /> Chair Cook recused himself from the discussion of the project, stating that he had designed the structure <br /> associated with the application.Interim Vice Chair Colombo presided over the hearing and in order to constitute <br /> a quorum,Associate Member Neal Larsson would participate and vote on the matter. <br /> The Commission reviewed a Notice of Intent for 9 Point Road regarding the proposed removal of a portion of an <br /> existing deck and construction of a covered porch, landing, enclosed breezeway, and concrete walkway within the <br /> existing developed footprint,represented by Cape and Islands Engineering. The applicant's representative stated that the <br /> project involved removal of approximately 185 square feet of existing deck and stairs closest to the coastal bank, <br /> construction of a covered porch addition, enclosure of the existing breezeway connecting the house and garage, <br /> installation of a small concrete walkway, and restoration of the removed deck area with loam and native grass seed.
