Town of Mashpee Conservation Commission 16 Great Neck Road North Mashpee, MA 02649 Further discussion addressed the existing septic system, anticipated future sewer connection, and interim nitrogen loading considerations prior to connection to municipal sewer service. It was stated that the existing system was a standard Title V system currently generating nitrogen loading calculations below ten parts per million due to the relatively larger lot size. Commissioners questioned how the existing system would function during the interim period before sewer connection becomes available and whether sufficient information had been provided regarding stormwater dry well sizing and performance. The applicant's representative stated that the proposed dry wells had been designed to accommodate the 25-year storm event and agreed to provide additional supporting calculations and technical information. Discussion also addressed proposed sewer trench installation depths,the potential need for dewatering during construction, and erosion occurring along adjacent Town-owned coastal bank areas. Conservation staff stated that the project represented an overall improvement to the property through reductions in impervious surfaces,preparation for future sewer connection, installation of dry wells, and stabilization of eroding coastal bank areas. It was further stated that the proposed stormwater improvements would benefit both the subject property and adjacent Town-owned land experiencing ongoing erosion issues. (Representative: Goddard Consulting, LLC.) 43- 3347 The Commission reviewed a request for an Amended Order of Conditions for 29 Jeep Place submitted by Hans Brings, represented by Chris Frateroli of Goddard Consulting. Mr. Frateroli stated that the Commission had previously approved a Notice of Intent and issued an Order of Conditions in June 2025 for major foundation repairs involving lifting the existing house, repairing the foundation, and placing the house back onto the repaired structure. It was stated that, as planning and engineering progressed, the applicant determined that repairing and reusing the existing structure was not economically or structurally practical. The amended request therefore proposed replacing the previously approved foundation repair project with a raise- and-rebuild project involving construction of a new structure on a new foundation in substantially the same footprint. Mr. Frateroli stated that the previously approved septic upgrade remained unchanged and would continue to replace an existing cesspool system. It was further stated that the revised proposal involved a slight expansion of the overall building and accessory footprint, including a supported second-floor overhang facing the coastal bank, slightly expanded parking area, relocated patio and mechanical equipment, and reconfigured walkways. The applicant also proposed approximately 300 square feet of native plantings, including American holly and Carolina rose, together with installation of a dry well for stormwater management. It was stated that the work would remain within the previously approved limit of work, entirely within existing lawn areas, and would not require tree removal. Discussion focused heavily on whether the proposal remained appropriate for review as an Amended Order of Conditions or whether the changes were substantial enough to require a new Notice of Intent filing.
