Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Discussion followed regarding whether the Commission wished to issue a negative determination or whether the <br /> applicant should request a continuance to provide additional information. Clarification was requested regarding what <br /> supplemental materials would be necessary if the matter were continued. Commissioners identified several items for <br /> further review,including use of pervious pavers, a cross-section of the proposed wall and patio support system, <br /> additional drainage information, groundwater elevations associated with the dry wells, and additional detail regarding <br /> protection measures for the existing septic system during excavation activities. The applicant's representative stated <br /> willingness to provide the requested information and noted that drainage details were already included on the plan but <br /> could be supplemented further. <br /> Discussion also addressed the meaning of a negative determination,with clarification provided that a negative <br /> determination signified that the proposed work would not have a negative impact on wetland resource areas,while a <br /> positive determination would indicate potential impacts requiring further review. <br /> MOTION: For a negative determination on 9 Uncle Henrys Road with the following <br /> conditions: <br /> 1. Recording of the determination. <br /> 2. Submission of additional drainage details, including groundwater elevations. <br /> 3. Inclusion of wall cross-sections. <br /> 4. Use of pervious pavers. <br /> 5. Proposed new single-family dwelling on the property with <br /> mitigation plantings. (Representative: Cape&Islands Engineering, Inc.) (cont. 2.05 /3.05/3.19) 43- <br /> 3258 <br /> The applicant's representatives stated that the matter had been continued from prior hearings in order to address <br /> concerns previously raised by the Commission regarding flooding,resource area setbacks,landscaping, septic design, <br /> and related issues. It was stated that supplemental materials and revised plans had been submitted in response to those <br /> concerns. <br /> The applicant's representatives described several revisions to the project plans, including modifications to the septic <br /> system design to increase separation to groundwater, additional soil testing and groundwater monitoring, corrections to <br /> ACEC plan notes, and submission of documentation related to the proposed denitrifying septic technology and UV <br /> disinfection system.It was stated that additional groundwater monitoring had been conducted during moon tide- <br /> influenced conditions and that groundwater elevations had been adjusted based on the updated readings. Representatives <br /> further stated that the proposed house footprint had been reduced and shifted farther from wetland resource areas,the <br /> proposed retaining wall along the driveway had been eliminated, and the house foundation had been redesigned from a <br /> walkout foundation to an elevated pile or pier-supported structure intended to allow floodwaters to pass beneath the <br /> dwelling. <br /> Additional revisions discussed included relocation of the proposed driveway farther from wetland resources, elimination <br /> of previously proposed stairs,ramps, and platforms to the Chapter 91 flowage area, and replacement of those features <br /> with a kayak rack. It was further stated that revised planting plans had been submitted showing both mitigation <br /> plantings and landscape areas, including lawn areas limited to approximately 10 percent of the lot area. The applicant's <br /> representatives also discussed revised nitrogen loading calculations based on the proposed denitrifying septic system <br /> 4 <br />
