Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Seven sand beds are proposed for effluent recharge. Preliminary hydrogeologic modeling <br /> indicates groundwater mounding of approximately 0.3 feet near Moody Pond, exceeding the <br /> ideal target of 0.1 feet, prompting further wetland and environmental review. Soil borings and <br /> site investigations are pending approval. <br /> Mr. Drainville indicated the recharge site is considered viable but not optimal, and alternative <br /> options, including splitting flows or identifying additional sites, may be necessary. The work is <br /> being funded through a 100% State grant, which also includes evaluation of increasing capacity <br /> at the existing facility's sand beds. <br /> Watershed Management Plan <br /> An updated Watershed Management Plan is in progress and will be presented jointly to the <br /> Select Board and Sewer Commission. This update reflects revised project phasing and will <br /> proceed through the MEPA review process. <br /> Chair's Report <br /> The Chair reported on the continued progress of the wastewater program, noting advancement <br /> into Phase 3 planning and future Phase 4 considerations. She expressed support for ongoing <br /> efforts to improve water quality and reduce nitrogen levels. <br /> Wastewater Superintendent Report <br /> • Draft 2026 Clean Water & Drinking Water State Revolving Fund Intended Use <br /> Plans Release <br /> • Flow Neutral Hearing <br /> • First Billing <br /> Draft 2026 Clean Water & Drinking Water State Revolving Fund Intended Use Plans <br /> Release <br /> The Superintendent explained that the Town did not appear in the draft State Revolving Fund <br /> Intended Use Plan because the project is classified as a single-year project rather than a multi- <br /> year project. <br /> Flow Neutral Hearing <br /> The Superintendent reported that the Town will be holding its first public hearing under the flow <br /> neutral bylaw (Chapter 108) for a project requiring a variance due to nitrogen load. The <br /> Commission agreed that the hearing will be scheduled as part of a regular meeting, with the <br /> option to continue deliberations at a later date if needed. <br /> First Billing <br /> The Superintendent and staff provided an update on the initial sewer billing cycle and rate <br /> structure. It was noted that the $200 quarterly base rate was established following a rate study <br /> and reflects approximately the median sewer cost across Cape Cod. Staff explained that the <br /> actual cost to operate the system would result in annual bills between approximately$4,000 and <br /> $6,000 per user; however, the Town is subsidizing the difference through taxation to reduce the <br /> financial burden on ratepayers. <br />
