Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> New Business <br /> • GHD Update <br /> Marc Drainville of GHD provided an update on wastewater projects, including Phase 1 <br /> completion status, Phase 2 construction progress, and preliminary Phase 3 planning. <br /> Phase 1 Status <br /> Phase 1, including subphase IA, is fully operational and available for connections. Connection <br /> notices have been issued, and approximately 80% of properties have connected, including 239 <br /> single-family homes. Additional connections include 29 permitted properties and 18 intent-to- <br /> connect notices, with 10 properties remaining in non-compliance. System flows have reached <br /> approximately 60,000 gallons per day, allowing initiation of final performance testing of the <br /> treatment facility, anticipated to begin at the end of the month and run for approximately 30 <br /> days. Wastewater is fully being treated through the facility, and disposal is occurring through the <br /> system's beds rather than being hauled. <br /> Phase 2 Construction Progress <br /> Phase 2 contracts are underway, with substantial completion anticipated in the mid-to-late <br /> portion of the following year. <br /> • Contract 1 (Treatment Facility): Work has focused on the administrative building, <br /> identified as the critical path item. Construction of the foundation, walls, and roof <br /> structure is complete, with interior slab work and electrical installation underway. <br /> Occupancy is projected for late in the year. <br /> • Contract 2 (Pump Stations): Site clearing is ongoing, and installation of wet wells had <br /> begun using driven sheeting to control excavation. <br /> • Contracts 3-6 (Linear/Piping Work): Installation of the collection system is <br /> progressing. A GIS tracking system was being developed to monitor completed and <br /> active work areas, with traffic updates provided weekly with a three-week look-ahead. <br /> Work was active in multiple areas, including near Town Hall and along Cotuit Road, with <br /> completed segments logged in real time. <br /> Contractors have encountered higher-than-expected groundwater levels in some areas, requiring <br /> adjustments. No scheduling issues have been reported for above-ground plant construction. <br /> Phase 3 Planning and Future Work <br /> Mr. Drainville presented preliminary planning for Phase 3, emphasizing that all layouts are <br /> conceptual and subject to change. Phase 3 is designed to address approximately 30% of the <br /> nitrogen reduction goal for Waquoit Bay and could serve up to 1,050 parcels, with an estimated <br /> project cost of approximately S250 million based on State Revolving Fund limits. <br /> Planning includes: <br /> • A mixed system of gravity and low-pressure sewer, with five proposed pumping stations <br /> • A proposed treatment plant site near John's Pond on Town-owned land <br /> • A potential recharge site near Moody Pond, currently under evaluation <br />
