of TMs s,s
z.
Aannin Board
c
16 Great Neck Road North
.wlashpee, Aassachusetts 02649
from feedback from consulting engineers assisting with the OneStop grant application to
conduct a town wide traffic study and a design concept to improve safety and capacity at the
intersection of Route 28 and Shellback Way.
Under Condition 12, Deer Crossing's name has been removed and replaced with a general
reference to abutters, based on conversations with an abutter and the abutters understanding
that title provides Deer Crossing with an exclusive rights and duty to maintain the residential
portion of Shellback Way. It is Mr. Tobin's opinion that while this wording addresses concerns
raised by the abutter Mr. Egel, it does not ultimately change the condition, which still requires
the applicant to maintain the commercial portion of the way.
These edits were also forwarded to the applicant this afternoon. There are solid suggestions
that help integrate a decision, alongside the departments plan for acquiring this state money
and looking at traffic as a whole in this area.
The Chair allowed time for Board members to review the edits.
After inquiry from Board members, Mr. Tobin stated Condition 23 is the most significant of the
new changes and requires active traffic monitoring post approval. Monitoring is updating the
traffic data with actual data collected from the site post-approval, as opposed to projections. All
wording came from the grant specialist.
Ms. Faulkner asked about queuing. Is queuing included in capacity?
Greg Lucas, traffic engineer for T&B stated capacity software shows queuing, an engineer
would see capacity and infer queuing.
Ms. Waygan asked the Board members if there were any questions. She would like any
specific edits. Then, she would like to review waivers and vote on those first. Following
waivers, she would go to conditions. If approved, we approve all conditions, then we will get
into findings. Findings will be timely.
She continued stating page 3, the Public Hearing was closed on May 20, 2026. Make sure
public hearing is closed on the correct date.
Ms. Waygan then commented on the findings, when talking about traffic information, introduce
the phrase depending on day and time.
Mr. Tobin noted at the four specified details, two are at average peak day.
13
