If approved, and T-Mobile wanted <br /> to co-locate, they are entitled to ask for that increase if they met standards. <br /> Mr. Tobin is asking for a brief Memo providing citations on that as well. <br /> They went through every standard and the Commission provided responses to relevant ones. <br /> They looked at the zoning bylaw at each requirement and showed how it was addressed. They <br /> request approval as it does meet standards of the special permit. The facility is consistent with <br /> state and town regulatory statutes, bylaws, and plans, as cited in Mashpee Town's Wireless <br /> Overlay, it does not affect public health and conforms to all health and safety standards. It is to <br /> provide enhanced wireless service so there is no excessive demand on facilities, no traffic <br /> demand, no required water or sewer, and does not increase demand for other town services. <br /> The site does not decrease surface groundwater or air quality, with no discharge of pollutants. <br /> There are Stormwater and Water Quality Reports. There is a community impact statement <br /> where wildlife will not be affected. This site occupies a small ground footprint, clearing a small <br /> area that was moved to make less impact. It is not near an estuary with no employees, just an <br /> occasional maintenance once monthly. There is an already existing parking lot and curb cut. <br /> Conservation approved the small grading work. with 150ft. of wetlands. No excessive noise, <br /> electrical disturbance, radio activity, or glare, it meets all noise requirements as shown on the <br /> Sound Assessment. They have all FCC licensures for radio and applicable regulations and <br /> guidelines for a facility of this type. This is not a historic site, with no priority habitat. The <br /> archeological survey met permitting standards. There will be no trash production or debris. <br /> Construction debris will be disposed of post construction. There will be no erosion or runoff. <br /> Ms. Faulkner noted this is a clean green project, with nobody there, and only coming for <br /> maintain once monthly. <br /> Mr. Mil bury brought up camouflage and Ms. Waygan referenced the waivers on Tab 16: 100ft <br /> height limit, with 130ft. proposed. We are allowed to waive and grant the requested. There is a <br /> reduced fall zone with clever engineering that will prevent this tower from falling. <br /> Matt Tilden with Dewberry Engineering stated this monopole won't fall at the base, there is a <br /> place within the pole that receives the stress within the pole, and it collapses on itself. They <br /> factor in coastal wind loading, and there is a special foundation designed for this soil type. <br /> These are all technical requirements that use industry standards for towers of all types, to <br /> comply and designed by engineers. The wind couldn't bring it to the ground. These are <br /> designed so if they buckle, they drop on themselves, with huge cables coming up the middle. <br /> 7 <br />
