This retaining wall is adequate <br /> because it is not completely vegetated, that first 10ft. <br /> Ms. Christy commented on the right side of the plan, they are still providing vegetation between <br /> the wall and lot. She continued about landscape waivers, noted under 6D as outstanding <br /> conditions. The Board had concerns about trucks on Shellback Way, and the proposed delivery <br /> trucks leaving from Shellback or that right out exit off Falmouth telling truck traffic where to go. <br /> Mr. Kirrane stated Condition 15, they agreed all deliveries will exclusively use the proposed <br /> right turn in from Route 28. The question was about exiting, ultimately, they have two trucks a <br /> day. They agree on using the entrance on Route 28 but would like the ability to exit off <br /> Shellback Way. <br /> Greg Lucas, traffic engineer for Tighe & Bond, has nothing new to report or review. He will offer <br /> minor summary comments based on the discussion here. Regarding the idea of an independent <br /> traffic study looking at this site, it's important for the Board to recognize, the study performed by <br /> Bowman was appropriate and accurate according to industry standards. As an independent <br /> study, he would largely have the same findings, with growth factors or distribution changing, but <br /> overall, the same results. A couple items to note as outstanding issues, one being the LOS and <br /> queuing analysis of the Mashpee Rotary. The response Bowman provided is completely <br /> accurate, the analysis was not included. The MassDOT project seems uncertain, while it does <br /> state it will happen in the future, we don't definitely know that. There are instances of specific <br /> operational improvements, while the overall project shows acceptable LOS, even in future build. <br /> We have focused on the project intersection, but there is potential for Shellback queuing to <br /> block the crosswalk and block the driveway to the bank and driveway to Deer Crossing. It will <br /> not happen all the time, only sometimes based on numbers. In looking for some additional <br /> information, there may not be a solution, or instituting left turn lanes may not be a benefit, but <br /> we don't know. He doesn't have an analysis and has not seen one. <br /> Mr. Balzarini commented anything done on Route 28 has to be approved by the state. It could <br /> be 20 years before the state says its Mashpee's turn. Right now, they are focused on the new <br /> bridges, it may be another 10 years. <br /> Mr. Lucas agreed it needs state approval. For example, if the town wants to make <br /> improvements on a state intersection, and fund the design, its ultimately still up to the state to <br /> approve. The State Transport Improvement Program would fund it, the state would construct, <br /> provide funding, and a contractor. It would still go through the Cape Cod Commission. <br /> Jason Adams, traffic engineer for Bowman Consulting, stated they spent over 2 years with the <br /> numbers as the Cape Cod Commission reviewed and accepted the proposal.
