<br /> <br /> <br />CPC Minutes—May 26, 2026 <br />COMMUNITY PRESERVATION COMMITTEE MEEETING MINUTES <br />TUESDAY May 26, 2026 at 6:30 PM <br /> <br />Mashpee Town Hall--Waquoit Meeting Room <br />16 Great Neck Road North, Mashpee, MA 02649 <br /> <br />In-person and televised on Mashpee TV <br /> <br />Present: Arden Russell Chair/Member at Large; Lynne Barbee, Member at Large; Judy <br />MacDougall, Member at Large; Ed Schmuhl, Member at Large; Seana Pitt, Conservation <br />Commission Representative; Mary Waygan, Planning Board Representative; Richard Klein, <br />Mashpee Housing Authority Representative; Bryan Hyde, Historical Commission Representative <br /> <br />Absent: Michaela Wyman-Columbo, Select Board Representative <br /> <br />Chair Russell called the meeting to order at 6:32 pm in the Waquoit Meeting Room. The Chair <br />introduced the CPA Fund Coordinator, Maria Elsden, who briefly expanded on the introduction. <br /> <br />PUBLIC COMMENT <br />None <br /> <br />APPOINTMENTS AND HEARINGS <br /> <br />1. Mashpee Community Media Center, Inc. Application—Chris Ball representative <br /> <br />Chris Ball presented the application. Program for local coverage has expanded during his <br />directorship. Additional robotic cameras (some revenue/financial discussion). Director is seeking <br />to do more with less. System will not run off the internet. Intent is to cover more in the way of <br />community and cultural events, as well as go-live with high school events. <br /> <br />Engaged discussion with Committee members. Director believes it will ultimately take less staff; <br />no staff increase until grant-funded. All equipment ultimately becomes the Town’s. Difficult to <br />assess life-expectancy of equipment, best estimate is 6-7 years. Operating cost discussion—built- <br />in cost for three years. <br /> <br />CPC’s primary concern is the eligibility of the project for CPA funding, within which category it <br />would qualify. Discussion re a prior project’s applicability (digitizing of the Enterprise) as not <br />qualifying for historic per guidance precluding use of funds in this manner. Discussion regarding <br />whether this application would be more appropriate within the recreational category. CPC <br />consensus that this is a great project. Chair notes that the guidelines are tight and must be <br />carefully reviewed. Town Counsel may not agree with the CPC’s assessment. <br /> <br />Director notes that the rationale for checking “recreational” is that games and parades/festivals <br />are filmed; further discussion recreational applicability. Director indicates he is not seeking to <br />create anything historic but would be archiving it. CPC asked that the list of the recreational <br />activities to be sent to the Chair—as soon as possible. Director can do this by tomorrow. <br />1 <br /> <br /> <br />
