CPC Minutes—May 26, 2026 2. Shared Regional Housing Services application: vote to accept application after the st May 1 deadline. st MOTION: To accept Shared Regional Housing Services application after the May 1 deadline. Motion by: Lynne Barbee Second by: Ed Schmuhl Vote: Motion passed by unanimous vote Representative Michael Sparkes appeared for the applicant; seeking about $8,550. Funding won’t be available until after the Town Meeting. Third year of request for money. Money approved (1/4 of it) from Affordable Housing Trust money. Historically applicant was the Planner/Planning Department. Consider amending the application so that the entity can receive funds. Discussion re administrative pragmatics; e.g., invoice approval; finance interaction; CPC, etc. This will be the Planner. Suggested memo from Planner. Money sent to the Trust ($1M). Discussion re whether this can be Town annual budget. Most towns use CPC funds and Trust money. CPC has given the Trust $1M for affordable housing purposes. While present payment is past due, applicant doesn’t believe it will be an issue given existing support. 3. Friends of Mashpee Wildlife Refuge application: vote to accept the application after st the May 1 deadline. th MOTION: To accept Friends of Mashpee Wildlife Refuge application to May 26. Motion by: Richard Klein Second by: Mary Waygan Vote: Seven in favor, one against (Brian Hyde—no); motion passed. Discussion re whether Applicant is ready to proceed; general support for late receipt, but query whether Applicant will be ready timely. Applicant has an architect; has been working with the Town to locate parcel. Town identified legal obstacle after Town Meeting vote. Applicant is two weeks late asking for money. Town would pay less insurance if property occupied. Applicant has received draft license from Town Attorney. Members discussed whether it is better not to accept application late and therefore allow more time for adequate preparation; or better to have building occupied for insurance purposes. License/lease discussion. If CPC accepts the application, more information and discussion will be required; e.g., specifics of funding. (Discussion re logistics of Recreation application for the fourth unit.) Applicant should attend next meeting to address timing, questions, etc. Discussion re overall lack of observance of the st May 1 application deadline date. OLD BUSINESS 1. CPA Town Meeting Warrant Article Update 701 Great Neck Road did not pass. Saving historic properties discussion and how to accomplish this;150-year-old structure. Issue of by-law change was raised, but it was noted that this is a voter issue, not a CPC issue. Demo delay. Owner may allow demo expert to go in and save historic pieces; beams, windows, doors. 4
