The fact that our HPP didn't have the Flow Neutral Bylaw stalled the <br /> completion for months. We need to repeat it so people respect it. <br /> Ms. Waygan also considered, instead of natural beauty replace with "water quality". Remember, he was just sending the draft for further comments. They then divided <br /> each section up amongst staff based on expertise and combed through it as if it were being <br /> submitted for the first time.
