Town Counsel <br /> had concerns, so CPC took no action. <br /> AHC- $8,556 for a subscription to the Barnstable Shared <br /> Regional Housing Services Program. Approved and <br /> recommended to Town Meeting, on condition that it is <br /> administered by the Planning Dept. or Town Managers' <br /> Office, but it should really go under control of the AHT. <br /> Freshwater Ponds- $350,000 for a diagnostic study of John's <br /> and Moody Pond for PFAs and sampling fish for PFAs, with <br /> an extensive plan. Committee voted to recommend approval <br /> to Town Meeting, and funds will be held and administered by <br /> the Water Quality Coordinator and grant admin. <br /> Friends of Mashpee Wildlife Refuge- Working with the Town <br /> Manager's Office for 475 Nathan Ellis Highway, right on the <br /> water sits a building with 4 units. One unit will remain for <br /> Town recreation and public restrooms, the remaining three <br /> will go under license. Deeded Town owned land prohibits the <br /> Town from executing a lease, so the only option is a license. <br /> The Friends wanted a lease as it qualifies them for more <br /> grants. This project is $35,100, with money being matched. <br /> The site conceptual plan shows installation of a greenhouse <br /> and raised beds as part of phase 1. This is to promote <br /> indigenous plants, and they will grow plants to then hold <br /> plant sales. They project to make over $10,000 per event. <br /> They are creating a revenue stream to help turn it into a <br /> public visitor center. A working group is to be formed for this <br /> project, involving a member of the Friends of the Refuge, a <br /> member of the CPC, a member of Conservation, and <br /> someone from the Recreation Dept. The Town Planner <br /> expressed interest in being in that working group. If they do <br /> a landscaping plan, we have tree preservation money in the <br /> budget. Ms. Waygan noted neighbors currently watch over <br /> the property. Boaters come and use it; it acts as a <br /> neighborhood beach and direct abutters have a vested <br /> interest. <br /> The application from the Recreation Dept. has been <br /> withdrawn as the department doesn't have the capacity right <br /> now. <br /> Design Review- No Meeting <br /> Plan Review- No Meeting <br /> 7 <br />
