Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> MOTION: To issue a Negative Determination of Applicability for 431 Monomoscoy Road <br /> subject to the following conditions: <br /> 1. Straw wattles shall be installed prior to the commencement of work and <br /> inspected by Conservation staff before work begins. <br /> 2. Property lines shall be staked prior to the commencement of work. <br /> 3. A two-year monitoring period shall be required for the newly installed <br /> plantings. <br /> 4. Proposed raze and reconstruction of existing single-family <br /> Home with appurtenances, site improvements, and mitigation activities. <br /> (Representative: Environmental Consulting and Restoration, LLC)(coat.3.19/4.2/4.23/5.7) 43- <br /> 3403 <br /> Brad Holmes of Environmental Consulting &Restoration, LLC, together with Jack Hawley of Hawley Site <br /> Services,presented the continued Notice of Intent for 45 Hoopphole Road on behalf of Carlos Hanzi. The proposed <br /> project consisted of the raising and reconstruction of an existing single-family home with appurtenances, site <br /> improvements, and mitigation activities within the buffer zone to wetland resource areas associated with Johns <br /> Pond. <br /> Mr. Holmes reviewed revisions made in response to comments received at previous hearings. He stated that <br /> additional information had been provided regarding the proposed septic system upgrade, including the installation <br /> of a MicroFAST denitrification system located farther from the resource area. Additional drainage details had also <br /> been submitted, including roof runoff infiltration measures, drainage improvements to capture runoff from the <br /> driveway, leaching pit details, and groundwater elevation information. Mr. Holmes stated that the nitrogen loading <br /> calculations had been revised and confirmed compliance with applicable requirements. He further noted that the <br /> proposed house reconstruction had been redesigned to move the structure farther from the resource area and beyond <br /> the 75-foot setback. He explained that foundation details had been provided demonstrating that dewatering <br /> activities would not be required during construction. Additional information regarding groundwater elevations and <br /> the groundwater protection district had also been submitted. Mr. Holmes stated that although the project did not <br /> require mitigation, any landscaping installed within the Commission's jurisdiction would consist exclusively of <br /> native plant species. He noted that a list of acceptable native plantings from the Cape Cod Cooperative Extension <br /> had been provided for use by the property owner. <br /> Commission members discussed the amount of proposed lawn area and noted that, although the project reduced <br /> existing lawn coverage, the lawn area would remain above the Commission's preferred percentage. The applicants <br /> stated that the existing property currently contained approximately 10,300 square feet of lawn and that the proposal <br /> would reduce that amount by approximately 1,300 square feet. Discussion followed regarding the potential <br /> reduction of an additional 1,000 square feet of lawn area and its replacement with native plantings. The applicants <br /> 4 <br />
