Proposed Project for an addition to an <br /> existing single-family home along with a patio area, utility shed, mitigation plantings, and associated <br /> with site work. (Representative: Merrill Engineers and Land Surveyors) (cont. 5.07) <br /> 43- <br /> 3418 <br /> Tim Santos of Merrill Engineers appeared on behalf of the applicant. Mr. Santos stated that revised plans and a <br /> response letter had been submitted addressing comments raised at the prior hearing. <br /> Mr. Santos explained that transects had been added to the existing conditions plan in accordance with the <br /> coastal bank guidelines to support the delineation of the top of coastal bank. He stated that the proposed shed <br /> had been eliminated and the patio area had been reconfigured. As a result, the mitigation calculations were <br /> revised. A retaining wall section was also added, showing a small gravity block wall no taller than <br /> approximately three feet. Mr. Santos reported that groundwater information had been obtained from the <br /> adjacent lot for purposes of evaluating the proposed dry well. HydroCAD calculations were submitted <br /> evaluating the performance of the proposed drainage system under increasingly severe storm conditions, <br /> including the 2-, 25-, 50-, and 100-year storm events. Mr. Santos reported that the dry well was designed to <br /> accommodate the 2-, 25-, and 50-year storm events, with overflow occurring at approximately elevation 11.1 <br /> during larger storm events. Mr. Santos stated that the landscape plan had been revised to match the site plan <br /> and that the "not for construction" note had been removed as requested. Nitrogen calculations for existing and <br /> proposed conditions were also submitted for the file. A construction methodology prepared by Clancy <br /> Construction was provided explaining how the existing deck would be demolished and how the proposed <br /> addition and work along the bank would be constructed. <br /> Mr. Santos also addressed prior discussion regarding Regulation 3A(4). He stated that the applicant was not <br /> seeking an exemption because an application had been filed with the Zoning Board of Appeals for a special <br /> permit. He explained that the house is located on the coastal bank, resulting in a zero setback to the wetland <br /> resource area, and that zoning relief would be required following Commission review. <br /> Questions were raised regarding the proposed stockade fence and whether it would allow for wildlife passage. <br /> Mr. Santos stated that the fence was intended for privacy and not to contain animals and indicated that a <br /> condition addressing wildlife passage would be acceptable. <br /> The Commission acknowledged the revisions made in response to prior comments, including removal of the <br /> proposed shed, submission of additional plans and calculations, and provision of a construction methodology. <br /> Questions were raised regarding the revised patio design and the proposed covered outdoor kitchen area. Mr. <br /> Santos explained that the patio remained the same size as previously proposed and would consist of permeable <br /> pavers. He stated that the outdoor kitchen area would be located on the patio and would include a post- <br /> supported cover or pergola structure. <br /> Discussion followed regarding whether the outdoor kitchen and covered area constituted a new structure within <br /> 75 feet of the coastal bank. It was noted that the proposed addition over the footprint of the existing deck <br /> represented redevelopment of an area already occupied by a structure. However, concern was expressed that <br /> the outdoor kitchen, pergola, and associated permanent improvements may constitute new structures within the <br /> coastal bank buffer area.
