Proposed additions to an existing single- <br /> family home. (Representative: Webby Engineering Associates, Inc.) (coast. 5.07) <br /> 43- <br /> 3421 <br /> Joe Webby of Webby Engineering appeared on behalf of the applicants, accompanied by the project <br /> contractor. Mr. Webby stated that the proposal involves several modest additions to an existing single- <br /> family dwelling located within Land Subject to Coastal Storm Flowage. <br /> Mr. Webby reviewed the additional materials submitted in response to comments raised at the previous <br /> hearing. He reported that building plans had been provided, the location of the existing septic tank had been <br /> confirmed, calculations for the proposed dry wells during a 25-year storm event had been submitted, and it <br /> had been confinned that the property is not located within a Zone II aquifer protection area. Nitrogen <br /> loading calculations were also provided. In addition, Mr. Webby stated that the applicants were willing to <br /> preserve and relocate the existing arborvitaes elsewhere on the property. <br /> Discussion focused extensively on future flooding projections and the location of the existing septic system. <br /> It was noted that review of the MORIS Data Viewer indicated that the property could experience <br /> approximately 2.5 to 3 feet of inundation by 2050, including flooding in the area of the existing septic tank. <br /> Concern was expressed regarding the long-term viability of the septic system under those projected <br /> conditions and the fact that portions of the proposed addition would be located adjacent to the tank. <br /> Questions were raised regarding the structural supports proposed near the septic system. Mr. Webby <br /> explained that the Board of Health had reviewed the design and was comfortable with the proposed <br /> cantilevered addition,provided that access to the septic tank covers remained available for maintenance and <br /> pumping. He stated that the sonotube supports would be installed beside the tank rather than directly over it <br /> and that some footings had been designed to extend deeper in accordance with Board of Health <br /> recommendations. Discussion also occurred regarding the age of the septic system, with uncertainty <br /> expressed as to whether portions of the system dated to the original construction of the home. It was noted <br /> that, if replacement were eventually required, the existing tank could be decommissioned and a new system <br /> installed elsewhere on the property. The Commission also discussed the extent of the proposed additions <br /> and whether all new construction would remain within the footprint of existing structures. It was clarified <br /> that some portions of the project would replace existing deck areas, while at least one proposed addition <br /> would extend beyond the existing footprint. The applicant stated that other deck areas would be removed <br /> and that the overall amount of structural coverage would remain generally comparable. It was further noted <br /> that the project would require relief from the Zoning Board of Appeals related to lot coverage. <br /> A lengthy discussion followed regarding Regulation 25 and coastal resiliency requirements. Concern was <br /> expressed that, although the proposed structure would be elevated above base flood elevation and designed <br /> to allow floodwaters to pass beneath it, no emergency response or resiliency plan had been presented <br /> addressing the existing septic system under the future flooding scenarios identified through the MORIS Data <br /> Viewer. It was noted that the projected inundation maps indicate the septic system area could be underwater <br /> by 2050 and that the Commission's recently adopted coastal resiliency regulations require consideration of <br /> future flood impacts when reviewing projects within vulnerable coastal areas. <br /> 12 <br />
