Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Following the recess, the applicant's team reiterated that relocating the pool closer to the house was not <br /> considered a realistic construction option due to excavation needs, foundation concerns, and construction <br /> access. The Commission continued discussing whether the pool could remain as proposed if additional <br /> mitigation were provided. <br /> Staff noted that the existing 75-foot buffer area is largely lawn and that the proposed mitigation would <br /> substantially improve the existing buffer condition. Staff suggested that if the pool remained in the proposed <br /> location, the Commission could require additional mitigation within the flood zone area, including additional <br /> native plantings up to the zone line. <br /> The applicant agreed to provide additional mitigation. Discussion followed regarding the extent of the <br /> additional mitigation, including filling in the access path shown through the mitigation area, relocating the <br /> gate, extending mitigation up to the FEMA flood zone line, and adding a 10-foot strip of mitigation along the <br /> northerly property line. A commissioner requested even more mitigation up to the erosion control/hay bale <br /> line, but the applicant proposed a compromise consisting of mitigation to the flood zone line, filling in the <br /> path,relocating the gate, and adding mitigation along the northerly property line. <br /> The Commission also discussed the proposed fence and wildlife passage. It was clarified that the fence <br /> should provide a six-inch gap at the bottom for wildlife movement. <br /> The applicant agreed to the added mitigation conditions and related plan revisions. <br /> MOTION: To close an issue at 29 Flat Pond Circle with the following conditions: <br /> 1. A three-year mitigation monitoring plan shall be required. <br /> 2. A revised mitigation plan shall be submitted to staff showing additional mitigation <br /> up to the FEMA flood zone line. <br /> 3. The access path through the mitigation area shall be filled in with mitigation <br /> plantings. <br /> 4. Additional mitigation shall be provided along the northerly property line. <br /> 5. The fence shall include a six-inch gap at the bottom for wildlife passage. <br /> 6.
