A lot of items off that list Ms. Muller read are not part of this Committee's <br /> charge. <br /> Mr. Sparkes notes we are finally gaining attention. The Trust is meeting regularly. We also don't have an affordable housing staff <br /> person. <br /> Ms. Muller will write down some questions where this consultant could extrapolate data, she <br /> would like some ideas. One is, find all properties on sewer. The consultant will most likely <br /> gather data from Chatham as an example. She can jot down ideas and ask him to come to a <br /> future meeting. <br /> Other ideas: <br /> - Unbuildable properties <br /> - Abandoned properties <br /> - Vacant or town owned land (Not conservation) <br /> This does peak the Committee's interest, but funding might not be feasible. <br /> Summary of MA General Laws — 40Y <br /> There was a law passed a few years ago to encourage the building of starter homes. A town <br /> adopts the 40Y program and develops a zoning overlay district, where dwellings are up to <br /> 1,850sf., no bigger. This supports smaller homes on compact lots, where 50% of housing <br /> constructed has 3 or more bedrooms. Only 10% are affordable under this law. This defines <br /> affordability as 110% AMI. There is also a requirement for a minimum of 4 starter homes per <br /> acre. To do it, the town has to apply with proposed zoning and adopt, with approval from <br /> EOH LC. There are incentives, if it is adopted, you can get a one-time payment from the state <br /> between $10,0004600,000. The amount varies based on the town; it depends on the number <br /> of starter homes built. The state will pay $3,000 toward each new home built. <br /> Mr. Tutor commented this is something to put on the back burner and delve into more when <br /> time permits. <br /> 9 <br />
