Night work will continue in the area of Town Hall to help reduce traffic <br /> disruptions along a major roadway corridor. <br /> The Commission was also informed that change orders related to dewatering operations have <br /> been necessary due to groundwater conditions encountered during installation of deep sewer <br /> infrastructure. While the additional dewatering requirements have increased project costs,project <br /> representatives remain confident that the overall project will remain within budget and that <br /> discussions regarding the associated costs are ongoing. <br /> During discussion, it was reported that no additional construction accidents had been reported <br /> beyond the two previously discussed incidents. Groundwater monitoring associated with the <br /> wastewater facilities was also discussed. Monitoring is conducted quarterly, and no significant <br /> groundwater elevation increases have been observed to date. Discussions are underway with the <br /> Massachusetts Department of Environmental Protection regarding the potential use of data <br /> loggers to provide more frequent groundwater monitoring and potentially accelerate future <br /> recharge evaluations. Written confirmation from the agency will be sought before proceeding <br /> with the purchase of the equipment. <br /> Website <br /> Not discussed. <br /> Correspondence <br /> - Karen Tanous <br /> The Commission reviewed correspondence from a resident expressing concerns regarding the <br /> quarterly sewer user fee, specifically the minimum Tier 1 charge of$200 per quarter. <br /> In response, the Wastewater Superintendent reported that staff are evaluating potential <br /> adjustments to the current rate structure. Discussion focused on concerns raised by condominium <br /> owners who are subject to the same minimum charge as larger residential properties. Staff <br /> indicated that several options are being explored, including possible reductions to the minimum <br /> charge for condominium units during the current phase of the billing program while meter-based <br /> billing is not yet in place. <br /> Additional discussion addressed the financial impact of sewer fees on residents living on fixed <br /> incomes, including senior citizens. The Superintendent noted that a recent administrative change <br /> allows customers the entire quarter to pay their sewer bill before late fees or interest are assessed, <br /> rather than requiring payment within 30 days. Residents may make partial payments throughout <br /> the quarter without penalty. <br /> The Commission also noted that financial assistance programs remain available to qualifying <br /> residents and encouraged continued consideration of measures that may help mitigate financial <br /> hardship associated with sewer costs. <br />
