They worked very hard to get that passed and she thinks it
should be in here.
Ms. Waygan would like to add Action LU15: to periodically review the Tree Bylaw and the Flow
Neutral Bylaw for effectiveness as needed.
Ms. Faulkner stated town employees would follow the Tree Bylaw, that is what they are
supposed to do.
Mr. Tobin explained he is not interested in making anymore changes. This should have been
raised at the last public meeting; this is the Public Hearing to vote to advance it to warrant
articles. Everybody knew this was the final public hearing. Any of these changes could have
been raised in the last 8 months. We have spent literally countless hours on this. We have
covered every line.
Ms. Waygan commented we don't have an operating procedure on this. Nobody has spent
more hours on this than herself.
MOTION:
Dennis Balzarini made a motion to approve the LCP with the following changes:
add Action LU15, to review the Tree Bylaw and Flow Neutral Bylaw with respect to
effectiveness as needed, strike TC4 from page i-51, renumber two TC2's on page
i-50, and amend TC22 on page i-55 to add transportational purposes and remove
a primary focus. Seconded by Mary Waygan. All in favor.
Roll Call Vote:
Ms. Faulkner: Abstained, Ms. Waygan: Yes, Mr. Balzarini: Yes, Mr. Hansen: Yes, Mr.
Millbury: No (3-1-1)
Ms. Waygan commented if she needs to notify Rodeny Collins to call this consultant, then the
Chair will make sure resources are there, to ensure those changes are added, and the Town
Planner has the administrative help he needs. It is unfair for Mr. Tobin to be in this position. We
have five comments, and he has done a tremendous job.
Ms. Faulkner expressed frustration with the department lacking appropriate support for the
Town Planner.
14
