Mr. Sahl explained that his concern was <br /> that denial of the pier would not necessarily prevent people from walking on the marsh or dragging kayaks to the <br /> water and that he was considering which alternative would have less cumulative impact. <br /> Mr. Colombo responded that a separate vista-pruning project for the same property had previously been heard and <br /> provided a four-foot-wide path for access to the water. Mr. Kent recalled that the path surface was to remain <br /> natural. Mr. Colombo noted that the Commission had requested that the vista-pruning corridor be overlaid on the <br /> pier plan, but a revised plan showing its exact location had not been provided. He stated that the approved four- <br /> foot-wide path nevertheless provided access to the water and that he did not view denial of the pier as denying <br /> water access.
