Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> and stated that the work was believed to qualify for an exemption applicable to maintenance within the existing <br /> paved footprint. Parking would be reduced from 46 to 41 spaces. <br /> The Commission reviewed existing and proposed drainage conditions. The existing parking lot experiences <br /> flooding, with excess runoff ultimately flowing toward the beach or surrounding areas. Under the proposed design, <br /> runoff would be directed through the bioretention and underground infiltration systems, with larger storm events <br /> overflowing toward the forested area west of the project rather than directly toward the beach or pond. <br /> The Commission also reviewed long-term maintenance of the drainage system. Mr. Houle explained that <br /> pretreatment measures would reduce sediment entering the system and that accumulated sediment could be <br /> removed through the proposed manhole and manifold system. Ms. Laurent stated that DPW would maintain the <br /> system under its operation and maintenance program for Town drainage infrastructure. <br /> The limit of work, erosion controls, overflow outlet and associated site improvements were reviewed. Compost <br /> filter tubes were proposed for erosion control. The overflow apron was designed to minimize additional buffer-zone <br /> disturbance and avoid encroachment toward an isolated wetland. Accessibility improvements included relocation of <br /> the existing accessibility mat,handicapped parking and walkway improvements and an accessible route to the <br /> pavilion area. <br /> The Commission questioned whether the plans submitted for permitting would become the plans of record, as they <br /> were marked for progress review and not for construction. Mr. Houle explained that the submitted plans constituted <br /> the permit set and that final construction documents would provide additional bidding and construction details <br /> without changing the permitted design or impact areas. A final construction set would be submitted before work <br /> began. <br /> The Commission discussed the limited separation between the underground infiltration system and seasonal high <br /> groundwater, including groundwater mounding, and questioned system performance during larger and back-to-back <br /> storms. Mr. Houle acknowledged the challenging groundwater conditions but stated that larger storm events had <br /> been modeled and that the proposed system represented a significant improvement over existing conditions. <br /> Construction was anticipated to begin in the fall, with final paving and completion potentially extending into the <br /> spring. Ms. Laurent stated that large excavations would not be left open during significant storms and that work <br /> would be scheduled around forecast conditions. The site would be closed during construction. <br /> Potential dewatering was also discussed. Mr. Houle stated that dewatering would be addressed with the contractor if <br /> groundwater was encountered, with discharge directed toward the western area rather than the beach. The <br /> Commission discussed requiring dewatering details and submission of the final construction plans to Conservation <br /> staff as conditions of approval. <br /> The Commission also questioned whether the fill required to raise the parking lot could create unintended impacts. <br /> Mr. Houle stated that he did not anticipate adverse impacts and noted that the existing parking lot experienced <br /> substantial ponding with little stormwater treatment. He stated that the proposed improvements would provide an <br /> overall benefit to the area. No comments were received from the audience or online participants. <br /> MOTION: Close and issue an Order of Conditions for 35 Lake Avenue (Attaquin Park), <br /> Town of Mashpee, with conditions that final construction plans be submitted <br /> showing final details and that dewatering details be provided to Conservation <br /> staff. <br /> Motion by: Richard Sahl Seconded by: Seana Pitt <br /> Vote: Vote passed unanimously by roll call vote <br /> (Steve Cook, Paul Colombo, Richard Sahl, Seana Pitt) <br /> 7 <br />
