The Board can also consider that this proposal includes <br /> production of housing as indicated under the new statute. <br /> The Board can find that this project meets the proposed requirements; the lot <br /> will be improved with a building code compliant dwelling, an IA septic system <br /> is proposed, and it was approved by the Conservation Commission. The new <br /> dwelling will meet the front, side and rear setback requirements. The lot <br /> coverage will be under the 20% at 19.8%. <br /> Mr. Reidy read the Board of Health comments into the record; "Septic is designed <br /> for 4 bedrooms. "Study" Shows cased opening on plans submitted electronically <br /> on 8-12-26 leaving the allowed 4 bedrooms. Septic plans must be submitted to <br /> Health Department for official approval of septic. <br /> Mr. Reidy read the Conservation Department comments into the record; <br /> "Resource Areas: LSCSF, buffer zone to salt marsh, land under ocean, land <br /> containing shellfish, and bufferzone to border vegetated wetland. NOI application <br /> was approved with a 3:1 vote with the conditions of a three-year mitigation and <br /> monitoring contract with a certified professional and time of year restriction for <br /> installation of pier/dock/float must be done between June-December. New <br /> construction on lot cleared from expired past permit that will involve restoring <br /> cleared areas to natural vegetation. Reduction in construction envelope, increase <br /> distance between dwelling and resource area, IA septic installation, drywell <br /> installation, restoration plantings, and reduction in lawn will benefit to resources <br /> onsite though concern with overcrowding in waterway from new pier/dock/float <br /> system was found approvable by commission vote. <br /> Mr. Goldstein wanted confirmation from Board of Health regarding the required <br /> dimension of a cased opening. Attorney Kirrane said that the Health Agent <br /> signed off on the revised floor plan. <br /> Mr. Bonvie wanted to know the dimension of the slight slop from the street to <br /> the lot. He also wanted to know the height of the building to the average grade <br /> of the lot. <br /> Mr. Mark Dibb with Cape & Island Engineering said that there is an 11.6 ft. <br /> and 12 ft. The proposed house is measured on the existing average grade of the <br /> proposed location. The average grade measurement is determined from the four <br /> corners of the lot. <br /> 6 <br />
